    In response to questions, Manager Renshaw confirmed the statements in his memorandum relative to the practice in California cities, namely, (1) that there was a difference of opinion as to whether the cost of the meter and box should be included in the charge for the service connection, with the preponderance of opinion being in the direction of not including it and, (2) that as a practical matter, adjustment of service charges generally lagged so far behind changes in cost that the service charges rarely reflected even the cost of the connection itself, without the meter, regardless of what the theoretical policy might be. He stated that his recommendation would probably have been not to include the cost of the meter and box, except that the financial situation of the District would probably be such, in view of the limited funds available for meter installation, that it might be difficult to find sufficient funds to finance the cost of meters on new services if the present rate of expansion is continued.
