streets and portions of streets in said City, according to the plats, diagrams and estimates of cost thereof on file in the office of the City Clerk of the City of Las Vegas; describing definitely the location of said improvements, stating the amounts of said assessment, and designating the lots, lands and premises to be assessed according to benefits; providing for the issuance of special assessment bonds for the payment thereof and other matters Relating thereto,' and in accordance with the provisions of the Charter of the City of Las Vegas, as amended by an act of the Legislature of the State of Nevada, approved March 26, 1927, and in compliance with and by virtue and authority of a certain Act of the Legislature of the State of Nevada, approved March 23, 1927, entitled "An Act relating to bonds issued in counties, cities, towns, school districts, and other municipal corporations, and repealing all acts and parts of acts in conflict therewith;" THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS is hereby authorized and empowered to issue in the name of said City Forty (40) bonds of the denomination of One Thousand Dollars ($1,000.00) each, and Ten (10) bonds of the denomination of Nine Hundred Fifty-nine, and 51/100 Dollars ($959.51), Four (4) of said bonds of the denomination of One Thousand Dollars ($1,000.00) and One (l) bond of the denomination of Nine Hundred Fifty-nine and 51/100 Dollars ($959.51) each, payable at annual periods of from one to ten years from January 1, 1930, each bearing interest at the rate of not to exceed seven per cent, per annum; said interest to be payable annually on the first day of January of each year; which said bonds shall be sold to the bidder making the best bid, but shall not be sold for less than par value and accrued interest. Section 2. The Board of Commissioners of said City shall cause said bonds to be prepared and they shall be signed by the mayor or Mayor Pro Tem, and the City Clerk, and countersigned by the City Treasurer and authenticated by the seal of the City of Las Vegas. Coupons representing the several installments of interest to fall due thereon shall be attached to each bond so that they may be removed, without injury to the same, numbered consecutively, and bear the signature or facsimile signature of the Mayor or Mayor Pro Tem and countersignature of the City Treasurer. Said bonds shall be dated January 1, A.D. 1930, and shall be sold at not less than their face or par value and accrued interest, and the proceed thereof shall be placed in the General Fund of the City of Las Vegas, to replace the money heretofore paid out of said General Fund for making said improvement, by reason of the non-payment of certain Special assessments by certain of the property owners at the time required by law. The said bonds shall be known as and called "Las Vegas Special 1930 Pavement Improvement Bonds, Series C." Section 5. The amount remaining unpaid of said Special Assessments for which these bonds are to be issued, as shown by the assessment Roll on file in the office of the City Clerk of the City of Las Vegas appears to be Forty-Nine Thousand Five Hundred ninety-five and 51/100 Dollars ($49,595.51), and said bonds and the said annual installments due and to become due thereon for Ten (10) annual periods commencing January 1, 1931, are and shall be a lien upon the lots and parcels of land hereinafter particularly described, for the amounts of the assessments due thereon, together with interest at the rate not to exceed seven (7%) per cent per annum from the first day of January, 1930, until said bonds are paid, the exact amount of interest on said bonds to be fixed and determined at the rate offered by the successful bidder on said bonds, as provided by law, and the interest on said installments of said unpaid assessments to be fixed by appropriate action of said Board of City Commissioners at the same rate as the interest payable on said Bonds.
