Bear Sir:- Referring to your joint letter May eleventh, and copy of Mr.Clark'a reply there of May twelfth, which were duly received. So far as I am concerned, I have no objection to protecting the springs at Las Vegas as recommended. There is a question in my mind, how ever, whether this is the proper thing to do.
