    property owners objected not only to the granting of a Use Permit for the construction of a medical center, but they did not wish anything built in this neighborhood, which is located at Weldon Place between St. Louis and El Centro Place, other than strictly residential structures. City Attorney Cannon explained that in an R-4 zone the Commission has the right to grant a Use Permit for this type of construction if they determine use is necessary for the public health, safety, convenience or welfare. Dr. Sanner advised the Commission that it was their plan to construct the type of building that would be adaptable to the neighborhood and would be landscaped to look as well or better than any neighboring building. Mayor Baker announced that it was 8:00 P.M., the time set for opening of bids, so the application of Drs. Eklun and Sanner to construct a professional office building would be continued after the bid openings. This being the time heretofore set for the opening of bids for the supplying of batteries to the City for the fiscal year beginning July 1, 1957 and ending June 30, 1958, bids were received from the following firms: Western Petroleum Distributors Tidewater Oil Company Commissioner Fountain moved these bids be referred to the City Manager and Engineering Department for tabulation and recommendation. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. This being the time heretofore set for the opening of bids for the furnishing of Diesel and Fuel Oils to the City for the fiscal year beginning July 1, 1957 and ending June 30, 1958, bids were received from the following firms: Standard Oil Company Union Oil Company Shell Oil Company Western Petroleum Distributors Tidewater Oil Company Texas Company Richfield Oil Company Signal Oil Company Commissioner Whipple moved these bids be referred to the City Manager and Engineering Department for tabulation and recommendation. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Fountain, Sharp and Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. This being the time heretofore set for the opening of bids for the furnishing of lubricants to the City for the fiscal year beginning July 1, 1957 and ending June 30, 1958, bids were received from the following firms: Union Oil Company Shell Oil Company Standard Oil Company Western Petroleum Distributors Tidewater Oil Company Richfield Oil Company Texas Company Commissioner Whipple moved the foregoing bids be referred to the City Manager and Engineer­ing Department for tabulation and recommendation. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Whipple, Sharp and His Honor voting aye; noes, none. Absent: Commissioner Bunker. This being the time heretofore set for the opening of bids for the furnishing of tires and tubes to the City for the fiscal year beginning July 1, 1957 and ending June 30, 1958, bids were received from the following firms: Western Petroleum Distributors Superior Tire Tidewater Oil Company Commissioner Fountain moved the foregoing bids be referred to the City Manager and Engineer­ing Department for tabulation and recommendation. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Bunker. At the hour of 8:30 P.M. the meeting recessed and reconvened at 8:45 P.M. with all members present as of the time of recess. Commissioner Fountain introduced the following emergency ordinance, which was thereupon read in full and at length, and is as follows: AN ORDINANCE CONCERNING CERTAIN LICENSE TAXES FIXED AND IMPOSED UPON HOTELS, MOTELS AND UPON GAMING, BY ASSIGNING SUCH TAXES TO THE COUNTY OF CLARK FOR THE PAYMENT OF THE PRINCI­PAL OF AND INTEREST ON THE CLARK COUNTY, NEVADA, GENERAL OBLIGATION PUBLIC BUILDING AND RECREATION BONDS, SERIES JANUARY 15, 1957; AND DECLARING AN EMERGENCY.
