This figure is based on a system operating on a flat-rate basis. If the distribution system w ere metered, adm inistrative costs w ould increase; but the increase w ould be m ore than offset by a decrease in production costs due to a low er per-capita use o f water. Estim ates o f future production costs o f w ell water are based on 1950 hearings of the Public Service Com m ission of N evada concerning a request o f the Las V egas Land and W ater Com pany for an increase in rates. O ne o f the findings o f the hearings was that a reasonable charge to the Com pany by the U nion Pacific Railroad for w ater production and transm ission was $50,300 for 1950 (n ot including depreciation, taxes, and interest). T his is a unit cost o f $14.13 per million gallons. Since production costs increase as the water table is lowered, the future cost is assumed to be $15. L A K E M E A D W A T E R C O S T S D istribution costs of Lake M ead water w ill be the same as distribution costs o f w ell water— an estimated $20 per m illion gallons. T he m ajor portion o f the cost of production and transm ission of Lake M ead water w ill be pow er costs and the service charge provided for in the 1952 agreem ent betw een B M I and the D istrict. A detailed analysis of the production and transm ission costs o f Lake M ead water and a cop y of the 1952 agreem ent are contained in the M ontgom ery report. T h e report shows that these costs consist of the fo llo w in g : (1 ) the purchase price o f the w ater; (2) B M I service charge for the use of the existing B M I w ater transm ission facilities; (3) pow er cost for pum ping; and (4) m aintenance and operation costs o f the water transmission line and the booster station supplying Las Vegas.
