Senate President Benneman addresses the Senate on the issues of the trip to Elko, the Regent Review Board and the response to the Regent Review Board. Senator Nalder asks if they are going to release answers from the Regents? V. BOARD & COMMITTEE REPORTS E L E C T I O N S DIRECTOR NEVADA FINE we are in the middle of an e l e c t i o n . For those who ran in the Senate race you will be getting your money back in 2 w e e k s . There are 3 open seats on the Elections Board. The amounts of votes for the Senate e l e c t i o n s will be posted tomorrow morning. SENATE PRESIDENT PRO-TEMPORE ROMERO passed the gavel back to ABSENT Senator Davis (excused) SENATE MINUTES NO. 22-25 page three V . BOARD & COMMITTEE REPORTS CONT. Senate President Benneman. Q u e s t i o n s for Elections Director. Senator Nalder asks how many people voted in the last election? Point of information from Senate President Benneman that we have 7 days to certify the election. Senator Nalder states that I was the chair for the ad-hoc c o m m i t t e e and I was under the impression that the question about KUNV would be on the ballot this semester. Senator Yohe asks what the procedure is to get a question on the ballot? Point of information from Senate President Benneman that the KUNV question is on the ballot for voter approval to change the C o n s t i t u t i o n . The question about the Senate President is on the ballot to be able to send it to the Constitution Revision C o m m i t t e e and then to the Senate for a p p r o v a l . The question about the parking fee is simply an opinion poll. O R G A N I Z A T I O N S DIRECTOR WHITSTONE went to class. OFFICE OF STUDENT INFORMATION DIRECTOR BUNIN said that there will be m i c r o p h o n e s set up on M o n d a y , Tuesday and Wednesday in the union for students to get up and state their opinion about whatever is on their m i n d s . Concerning the Regent Review meeting all the new people were called and they didn't seem to think that it was important enough for them to show up. I want to go on record as saying that Shelley Berkley should have gotten the recommendation of the Committee and I wrote a letter to the editor as a student stating my opinion. Senator Yohe asked if there was an OSI page on Thursday? Senator Brown states that there should be something in the OSI page to support the Executive Board. Senator Romero asks have you gotten any response about the J u d i c i a l Council or the SHAC Director. Senator S. Fisher asks why are the microphones being set up inside the union as opposed to outside? Senator Fisher yeilds the floor to Director Zentner who states that we can not have amplified sound in front of the union unless it is a P r e s i d e n t i a l order. Senator S. Fisher asks is Director Bunin has anything to say on the microphones? Senator Romero suggests that Director Bunin make signs with q u e s t i o n s . Senator Nalder asks if there will be a time limit for people speaking? E N T E R T A I N M E N T & PROGRAMMING DIRECTOR ZENTNER we had our first board meeting with a full board and it went really well. Last week was Red Crow Westerman although attendance was low we still had 102 people there. Homecoming is this week all floats are due t o m o r r o w . Margaret Cho will be here tonight. There is the pep rally on Friday and Student Government will be needed to serve from 12:30 to 1:15 so I will need people t h e r e . The tailgate is on S a t u r d a y . What time is the tailgate? CSUN BUSINESS MANAGER SNYDER the Director search is going well. If any one needs petty cash ask me before you do a n y t h i n g. NEVADA STUDENT AFFAIRS DIRECTOR KENNEDY there has been a confusion concerning exactly what the rates for tuition so here is a handout of exactly what they are. Senator S. Fisher asks how the Mike Kennedy library is coming? Senator Romero what happened to the lighting specialist? Senator Nalder asks if there will be a board meeting soon. KUNV DIRECTOR ROSENTHAL is not here. A P P R O P R I A T I O N S DIRECTOR FINMARK is not here. STUDENT CAMPUS SAFETY AWARENESS COMMITTEE CHAIR H. FISCHER the agenda will be up in a few days. We will be discussing the lighting issue and a few other things. RULES CHAIR S. FISHER you all know that you have to do one speech within one week of the e l e c t i o n . If you do not do your speech the Senate will be asking you to do something else in place of it. If you didn't know about the speeches then let me know and we can work it out. BYLAWS CHAIR ROMERO Senate Bill 22-13 is up for approval tonight. Senator Yohe asks if we have copies of the Bill. V I . UNFINISHED BUSINESS There is none. V I I . Seconded by Senator Brown. Senator Romero asks if she was approved by Executive Board? Senator Fisher yeilds the floor to Linda Zippmann. Linda Zippmann speaks and answers questions. Senator Romero asks if she has talked to Nick about the job d e s c r i p t i o n ? Senator H. Fischer states that the nominations were tabled at the last meeting and by approving her now it would be considered out of order because she has not been approved by the O r g a n i z a t i o n s Board. Point of Information from Bud Benneman it was the Executive Boards understanding that she had been approved by the O r g a n i z a t i o n s Board. Motion to table by Senator H. F i s c h e r . Approval of $6,955.00 for a Gay Rights Debate with Dave Pallone and Morton Downey Jr. on Sunday, October 18, 1992 to be encumbered out of the 2705 (E&P) a c c o u n t . Motion by Senator Nalder. Seconded by Senator Houston. Senator H. Fischer yeilds the floor to Director Zentner. Senator Fischer asks if there will be a different moderator? M o t i o n to amend the motion to read " . . . T u e s d a y , November 17, 1992..." by Senator S. F i s h e r . Seconded by Senator Houston. M o t i o n passes 14-0-0. Senator Romero asks who Dave Pallone is and is this what they normally charge? Senator Yohe doesn't agree with the title and believes that M o r t o n Downey Jr. is a s e n s a t i o n a l i s t and it would be unfair to these people. What q u a l i f i c a t i o n s do these people have to debate this subject? Senator Nalder all of us got to see what a debate should not b e . The goal of debates is to get the students interested . Students will be talking about this even if they don't go. I think we should approve. Senator Devine asks if Rob will be video taping? Point of Information from Senator H. Fischer that he has seen Morton Downey Jr. in a debate and he is very rational. Senator Hall states that this is a good topic and an appropriate time and that Lisa is doing a good job. Senator S. Fisher I am going to approve this and I understand and acknowledge all the concerns that have been expressed by J a m e s . Even if this turns out to be an entertaining debate that's ok because we are in that b u s i n e s s . Maybe people will learn something at this debate and I think it will be well a t t e n d e d . Senator Yohe states that the title leads people to believe that Gays have different rights than other people. Senator Brown states that you attended a lecture about Native A m e r i c a n Rights last week and now you are saying that every one has the same rights. If you were to have a debate about N a t u r a l rights that is a very broad subject and it includes Gay rights, Women's rights and Native American Rights. Point of Personal Privilege by Senator Romero. Senator Nalder Calls the Q u e s t i o n . Seconded by Senator Devine. M o t i o n passes 11-2-0. Senators S. Fisher and Yohe opposed. Move into a vote. Motion passes 11-2-0. Senator Jackson and Yohe opposed. SENATE MINUTES NO. 22-25 page three V I I I . NEW BUSINESS CONT. Senator Romero has returned. C . Approval of $1020.00 to send E&P Director Lisa Zentner and A s s i s t a n t Director Mark Thompson to the NACA Convention in Los A n g e l e s on November 7, 8, & 9 to be encumbered out of the 2705 (E&P) a c c o u n t . Motion by Senator Nalder. Seconded by Senator Young. Senator Nalder states that she went to NACA last year and it was a lot of fun. She proposes that we let a few people drive there to attend the conference with Lisa and Mark. Senate President states that the request is out of order. Senator S. Fisher asks Director Zentner what she has learned at these conventions that has helped her do her job better. Point of Information from Senator Nalder that we did save money on the Censorship Debate and Morton Downey Jr. because of NACA. Motion to amend the motion to read "..$1400.00..." . Seconded by Senator Hall. Motion passes 13-1-0. Senator Yohe opposed. Senator Romero asks why she feels that she needs to go to the c o n v e n t i o n again? Senator Jackson states that things are always changing in the E n t e r t a i n m e n t business. Move into a vote. Motion passes 12-1-1. Senator Yohe opposed. Senator Jackson abstains. D . Approval of $1759.00 to pay for the Homecoming shirts to be encumbered out of the 2705 (E&P) account. Motion by Senator Sabatini. Seconded by Senator Brown. Senator Yohe asks if we already have the shirts? How and Why were the shirts paid for? Senator S. Fisher asks if we would have approved this if it would have come before us earlier. Point of Information from President Kostman that he did not know that the shirts were in his office and the blame should be placed on the Executive Board. Senator Sabatini asks how many shirts there are and how much they are selling for? Senator Yohe states that things like this make us look like a rubber stamp senate. Move into a vote. Motion passes 12-0-2. Senators Jackson and Yohe a b s t a i n i n g. E . Approval of $379.00 to pay for installation of a phone for the Senate Secretary to be encumbered out of the 2702 (general) account . Motion by Senator Nalder. Seconded by H. F i s c h e r . Senator Fisher asks why it is costing so much? Point of Information from Senate President Benneman that the phone costs $ 1 2 0 . 0 0 , installation costs $110.00 and the line charge $149.00. FISHER what is up with the minutes for 22-20? Why is everybody picking on me? I can be fair and unbiased. Everybody is required to do speeches and if you don't I will expect you to be helping out at the t a i l g a t e . What is up with Nick he seems to be clueless? What is his problem? The phone thing sucks. She needed the phone to order pizza for the E x e c u t i v e Board. See you all at the football game. SENATOR KIECKER see everybody at the football game. SENATOR H. FISCHER I agree with Scott I am real 1 y J ^ m r t of ftick SENATOR HOUSTON Executive Board has done a great job and the U n i v e r s i t y owes them a lot. I want to apologize for what Regen Berkley said but I will not apologize for what the Board r e c o m m e n d e d . Nobody here has the right to say we should have voted for Regent B e r k l e y . It is d i s r e s p e c t f u l to us to be treated this way by people who represent us. They have no right to treat their constituents that way. SENATOR YOUNG nothing at this time. SENATOR BROWN congratulations to J o e l , Mike and Bud. I am really sorry that you had to go through that. If you disagree with the paper than write an e d i t o r i a l . On the Gay Rights thing how can you define who is an expert? I don't appreciate the comment about ordering pizzas. Senate President Benneman recognizes the people in the gallery. SENATOR HALL I would like to commend Paula on her attendance to these meetings her attendance is probably better than mine. We all should help at the t a i l g a t e . About Nick we should be helping him instead of criticizing him. SENATOR SABATINI C o n g r a t u l a t i o n s to the panel the article in the paper was u n j u s t . Congratulations to Bill S h i e l d s . Senator Brown made a great point. If things come up on proposals we don't have to approve them. See you at the tailgate and the game . P a u l a . Congratulations to Regent Bill, I think he will do a great job. SENATOR NALDER it is great to see Luke and Paula here. I think Nick did a decent job last year and has taken for granted his p o s i t i o n . He thinks that he can get away with t h i n g s . I am concerned with the Elections D i r e c t o r . I knew that we had c o n c e r n s when we appointed her and they were totally valid. We need to work with her or get someone who can do the job c o r r e c t l y . Everyone who went to Elko did a great j o b . Calling for the q u e s t i o n , I hate to do it if people have valid things to say but when the same things are being said over and over someone needs to Call the Q u e s t i o n . I read my agenda and I researched before the m e e t i n g . Don't forget the Senate dinner on November 4 and bring a date. SENATOR AMEND I will be voting for Bill Shields. He is honest and he cares. I will see you at Margaret Cho. SENATOR DEVINE a suggestion for Executive Board you might try throwing water on Regent Berkley she may melt. SENATOR YOHE on the phone I kept my mouth shut because I knew that it would be approved and it is really sad that some one would have to get out of a chair to answer a phone. Rubber stamp Senate-this is it. I would like to know how many of the D i r e c t o r s have read their operating policies and their bylaws? I have a couple complaints about Nick, the list of Organizations just came out today and I feel really bad about what happened to Erin but she did a great job at the Elections m e e t i n g . I have not been happy with any of the Debates that we have had. I feel that they have been s e n s a t i o n a l i s t . Not one person has different rights than a n o t h e r . Private dinners no way. SENATOR ROMERO yeilds the floor to Bill Sheilds. Bill Sheilds speaks. SENATOR ROMERO asks for applause for the Senate. If you someone doing a good job then write them a letter to let them know. I have been meeting with Nick to discuss his operating policy and the reasons he needs an Assistant D i r e c t o r . The reason he needs and assistant is because he needs someone to count on when he can't be at a m e e t i n g . He also wants to have a u t h o r i t y in who is c h o s e n . About the shirts I wish we could have known before hand because this really makes us look bad. I have recently become a part of the parking and Traffic C o m m i t t e e and I found out a lot of information that affects all of us. In the approval of minutes you should abstain if you weren't there. I hope to see everyone at the tailgate and pep rally to serve food from 12:30 to 1:15. SENATE PRESIDENT BUD BENNEMAN the press conference didn't go off how I had e x p e c t e d . We get no respect from the press. I just wanted to set the record s t r a i g h t . Nick was over ridden by his board but all these concerns are right. There were a couple of problems in the p r o c e s s . The phone is important.
