Dear Senator Hecht:

The White House Conference for a Drug Free America is now nearing

its final meeting, and I thought you would appreciate hearing

about the progress that we have made so far and our plans for

this final meeting and the remainder of our work.

On December 16, 1987, we completed a series of six regional

meetings held in Omaha, Los Angeles, Cincinnati, Jacksonville,

Albuquerque and New York City which brought together leaders in

education, business and industry, law enforcement, transportation,

sports, media and entertainment, public housing, and

prevention and treatment to discuss the drug abuse crisis in

America. Over 3,000 people attended these meetings, including

many parents and young people who have seen the havoc caused by

drugs and are committed to achieving a drug-free society.

At each regional meeting there were general sessions which

included a town hall forum where participants were able to

interact with a panel of experts on the topic of "The Impact of

Drug Abuse on Society." Those attending also had the opportunity

to question representatives from the Department of Justice and

the American Civil Liberties Union after listening to them debate

the subject of drug testing in the workplace. Distinguished

speakers from the public and private sectors addressed the

Conference as well. These included:

For the greater portion of the three and a half day meetings,

participants were speaking to us and discussing among themselves

the problems of illicit drugs and how to mount an all out war

against them. Those participating were intelligent, impassioned

individuals and I was very encouraged by the commitment and

concern that they demonstrated. I have enclosed for your

information a roster of the individuals involved as speakers,

panelists and presenters at our Regional Meetings. I have also

enclosed a roster of the individuals who have been working with

and advising the various Committees of the Conference.

From these regional meetings, some interim findings have surfaced

at this point and will be a part of the continuing dialogue of

the Conference. These include:

* The problems of illicit drug use affect every community,

regardless of size oi" location. This is not just a "big

city" problem in New York or Los Angeles.

* There is concern about the overall coordination of efforts

and sharing of information among the many government and

private groups at all levels, the lack of which results in

duplication of efforts, strained financial resources, and

continued finger-pointing as who is to blame for the

problem, rather than a concerted cooperative effort to

ending it.

* Those who work in the area of alcohol abuse expressed

concern about our mandate to address only illicit drugs.

Alcohol is an illicit drug for minors, and we dealt with it

as such. Alcohol is a "gateway drug" and often at the top

of the slippery slope that leads to drug abuse. We are also

seeing an alarming amount of polydrug abuse today, including

alcohol, particularly among young people.

* We found that the level of support for drug testing is

near unanimous. Support for drug testing has increased

dramatically in the last 5 years because of increased

awareness about the serious negative consequences of drug

use. Most people agree that drug testing serves as a

deterrent; people think twice before using drugs if they

know they'll be tested. Concerns about when, where and

under what circumstances testing should occur were raised.

* In every region of the country, we found that young people

are the strongest advocates for creating a drug-free

society. They want tougher drug laws, stricter

accountability for misbehaving youth, more prevention

programs, drug-free schools, more safe drug-free places to

go outside normal school hours and more parental authority.

The importance of the family, positive peer pressure,

positive role models, and more awareness and networking were

issues stressed at every regional conference.

* The importance of the media, particularly the entertainment

media, in helping to "de-glamourize" drugs. The media

is concerned about First Amendment Rights and does not want

censorship imposed, but increasingly recognizes the

importance of industry responsibility.

* Everybody is responsible for stopping the use of illicit

drugs, not just government agencies or the law enforcement

agencies. We must send consistent messages that we will not

tolerate drug use.

* The link between drug use and crime has never been more

clear. Drug use is clearly involved in the criminal

victimization of millions of innocent citizens every year.

These are but a few of the messages that we heard consistently

across the country. The White House Conference has strived to

remain objective and honest. When I was appointed Chairman by

the President in May, 1987, I took very seriously the mandate

from him and from the Congress to reach out to those working on

the front line in the national crusade against the use of illicit

drugs and to listen intently to their suggestions and

recommendations.

Developing the agenda for the upcoming National Conference which

will be held at the Omni Shoreham Hotel, February 28 through

March 3, 1988, has been an exciting challenge in these few weeks

since Christmas as the agenda was so dependent on the outcome of

the regional meetings. The purpose of the National Conference

will be to synthesize that which we have learned, and work toward

consensus for the formulation of our final report to the

President and to Congress.

Unfortunately, a major concern at the present time is a shortage

of funds for the Conference. As you know, the Congress cut

approximately one-third from our anticipated appropriation in

late December during last minute action on the final Continuing

Resolution. To try to handle this shortfall, we have

significantly reshaped our operations. For instance, conference

staff are working to raise private funds.

Registration for the National Conference is nearing a thousand

and we expect that to double. The President and Mrs. Reagan will

address the Conference along with other notable individuals. In

addition to a series of concurrent panel discussions on a wide

range of critical issues, there will be two important town hall

forums addressing the question: "Are We Really Serious About

Ending Drug Abuse in America?" One panel will be comprised of

Congressmen and Senators who have been selected by Congressional

majority and minority leaders. The other will consist of

Administration officials including. Secretary Otis Bowen,

Secretary James Burnley, Secretary William Bennett, Attorney

General Edwin Meese, Assistant Secretary of State on

International Narcotics Matters Ann Wrobleski, Commissioner

William von Raab, Administrator Jack Lawn and Dr. Ian Macdonald.

These will present an important opportunity for American citizens

to interact with national policymakers, ask questions, and let

their views be known.

I urge you to attend the National Conference. Your presence will

be invaluable as we work toward drafting a roadmap for creating a

drug-free America. If you have any questions or comments, please
