Referring to the last paragraph of my letter of July 9th, relative to refund authorized by the Commission on Page 13 of its order, would like to have your advise as to whether authorized refunds should or should not be made. The amount of refund involved is stated on Page 5 of my letter of July 9th under the heading Item 5, Page 13*
