The matter of diminution in value, if any, which might result from the existing easements within the freeway right of way would then become a part of the overall free­way negotiation. My position on this point is influenced by a consider­ation of the before and after condition of our properties. The existing easements are so located that any development of Railroad properties could be planned in such a way that these would be in street areas or parallel to and adjoining street areas. This method would cause little or no loss to net developed area. By comparison, the relocated easement areas are a direct taking from potential net developed areas. let me have your recommendations or instructions concerning granting of the easements requested by the State. Attached to each copy of this letter is a map indicating in yellow tint the proposed freeway right of way within Railroad property.
