Dear Sir In the past to have had, as yon will recall, difficulty with tenants of several packing houses "by reason of the latter purchasing and charging to our account, without proper authority, machinery and equipment for such houses. This is an intolerable situation, and it occurs to me that it would be well to have the Superintendent advise packing house tenants that we will not go to the expense of any additional equipment incident to changing out equipment or replacing ffjat which becomes obsolete following the original installation. This applies, of course, only to houses where the lease does not obligate us either expressly or by clear implication, to add to or keep up to date the machinery and equipment after it has heenjlnstalled.
