    H.C.HUTT? #2, 11-13-1917 File 613 I have Instructed that the pipe line now be tested from the spring downward until It fails to withstand the pressure. The first 3000 feet from the spring the pipe is not encased in concrete. Over the balance of the way it is encased to withstand the action of expansion and contraction, but not with a view of reinforcing it against pressure, for the reason that we thought such protection unnecessary. However, the concrete casing will add something to its strength and we have hopes that we can use the pipe for most of its length. At the lower end we may have to find a substitute We do not find that the workmanship of the contractor in placing the pipe, was faulty, an? therefore, the expense of repairs must be borne bfr the company. This will add about $2000.00 to the eost j6f the line. / Where the leaks occurred^ at the joints, they were through fine hair cracks, dpfe either to shrinkage in the cement op expansion of the pipe under pressure. Tests from the spring, downward are now in pro­gress. It may require two or three weeks to complete them I think the Purchasing Agent should take this matter up with thebpipe dealer for explanation.
