The D e­partm ent reserves the right at any and all times, w ithout notice, to shut off w ater from the mains for the purpose o f m aking repairs, extensions or altera­tions. Consumers depending upon a continuous sup­p ly o f w ater shall provide em ergency storage, and shall provide an y check valves or other devices necessary fo r the protection o f plum bing or fixtures against failure o f the pressure or supply o f w ater in the D epartm ent’s mains. Buie 6. Adm ission o f D epartm ent’ s em ployees to consum er’ s premises. Em ployees o f the Departm ent shall be adm itted during reasonable hours to prem­ises supplied w ith w ater b y the Departm ent, fo r the purpose o f turning off w ater, inspecting, testing, checking or reading o f meters installed in basements in the sub-sidew alk area or elsewhere, and to inspect house piping as to cross connections w ith other sources o f supply. Em ployees o f the D epartm ent engaged in such w ork, w ill be furnished w ith identification badges or letter o f authority. Rule 7. A batem ent o f noises. W here it has been definitely determ ined that noises are em anating from consum er’s premises caused b y apparatus attached to the w ater pipes b r plum bing fixtures, and are being transm itted through the w ater pipes to adjacent or adjoining property to the annoyance o f the other w ater users or w ater consumers in this adjacent or ad join in g property, the Departm ent m ay issue a notice in w ritin g to such consumer or to the owner or agent o f such premises givin g him ten (10) days w ithin w hich to rem ove the cause o f com plaint. Failure on the part o f such consumer, ow ner or agent to properly abate the nuisance w ill be suffi­cient reason fo r discontinuing the service until such tim e as the condition com plained o f has been prop­erly remedied. Buie 8. Consumer to install proper size piping, etc. The Departm ent does not guarantee pressure. Con­sumers depending upon a continuous and uninter­rupted supply shall provide oversize piping, pumps, tanks, or other means fo r a continuous or adequate supply. Buie 9. M ovin g fire hydrants, etc. P roperty owners or others desiring the rem oval or change in location o f fire hydrants, w ater mains, services, meters, etc., shall request o f the Departm ent in w ritin g the esti­m ated cost o f the proposed w ork. B efore the D e­partment can proceed w ith the w ork, it w ill be necessary fo r the applicant to deposit the estimated cost thereof. A fte r the installation or the w ork to be perform ed is com pleted, the Departm ent w ill render a bill based on actual cost, including labor and m aterials required, street paving, street opening permits, overhead expense, and any other proper ele­ments o f costs. A n y difference betw een the amount deposited and the actual cost shall be adjusted by the Departm ent or the applicant as required. In the case o f any w ork in volvin g a fire hydrant, the de­positor w ill be required to present a permit in w riting from the B oard o f F ire Commissioners o f the C ity and County o f San Francisco, authorizing the re­m oval or relocation o f said hydrant. The requirem ent fo r a deposit shall not apply to w ork to be perform ed fo r a governm ental agency, or a public u tility where the w ork to be perform ed is covered by a sa tisfactory w ritten authorization from such governm ental agency or u tility carrying agree­ment to p a y fo r such work. (A s am ended M ay 25, 1942. R esolution N o. 5074.) R ule 10. D iscontinuance fo r non-paym ent o f form er location bills. A consum er’s w ater service m ay be discontinued fo r non-paym ent o f a b ill fo r w ater service rendered him at another location served by the Departm ent provided said bill is not paid within fifteen (15) days a fter presentation. Buie 11. Tim e lim it on inspection. A fte r the D e­partm ent has made a com plete inspection o f a con­sum er’s premises on account o f excessive bills or 28 29
