Los Angeles, Cal, -pear Sir:- Referring to your letter of Jan. 7th., 1919, with regard to installation of water meter for hean warehouse at Hartville, Cal. Your understanding with regard to the procedure that it is expected you should follow, is substantially correct, except that such transactions do not involve rendition of D.C.jE. Requests; in other words, such improvements are subject to the approval of the proper Corporation officials, Por that reason such Work Orders will be referred to you in order that you may pass upon same before any work is undertaken. I will approve the Work Orders when in my discretion the work should be preformed and will instruetMr. Comstock to secure your approval on behalf of the Corporation before assigning an appropriation number.
