Adj ournment MINUTES SENATE MEETING #17 September 11, 1979 4:00 p.m. Moyer Student Union Building Room 203 II, Call to Order The seventeenth meeting of the Consolidated Student Senate was called to order by the Senate President at 4:00 p.m. in Lounge 203 of the Moyer Student Union Building. Approval of Minutes #16 There were no corrections or comments on the Minutes of Senate Meeting #16, therefore, they stood approved. IV. State of the Campus Address, President Campbell President Campbell first apologized for not being here last week to give the State of the Campus Address, but he had an important Athletic Director Search Committee Meeting which is an important position. He then delivered the following State of the Campus Address to the CSUN Senate: Senators, ladies, and gentlemen, I am here to tell you of the progress of CSUN, what this administration has been working on and where we stand in the eyes of the faculty and administration. It has been over four months since this administration took office. During that time much of the policy and direction which will affect CSUN the rest of this year has been set into motion. It is difficult to believe but for the Executive Board the year is one-third completed. If the first one-third of the year is any indication I have high hopes. CSUN has been working very diligently this stammer. The Senate was instrumental in allowing CSUN to make rapid progress. Usually summertime brings on delayed meetings and Minutes - Senate Meeting #17 September 11, 1979 Page 2 difficulties in achieving quorum. However, this Senate is to be recommended for their service this past summer. Because the Senate rarely missed a meeting CSUN was allowed to accomplish must of the tedious work which usually takes until mid-October to accomplish. In addition, many of the Senators have put in long hours this summer on special projects. Without these long hours and dedication CSUN is at best a sub-mediocre system of government which cannot be effective in any of its undertakings. We are being observed by students, faculty, the administration, and individuals in the community. CSUN is a large organization, we are diverse, we are effective when we want to put out the extra effort. However, CSUN is more than just the three of us up here, it takes all of us to be effective. Keep up the hard work, ask questions, don't be afraid to express your opinion and most of all try to derive some personal pride and satisfaction in what you are doing. I am very happy with the progress in other areas of CSUN too. Early in our administration we had some battles over whom would become the editor of the Yell. I was very pleased that the editor whom as finally chosen has been hard at work. This summer is the first in my memory that a Yell hit the racks for our summer students. It is my hope that the editor, and his staff work hard in bringing a product out which will be informative, readable, and enjoyable to people who read it. In the area of intramurals, I have a strong suspicion that the students of this campus are going to be served a new experience. Sportsmanship is the key word this year. Healthy minds, attitudes and bodies all go together. We hope that UNLV'ers will give this new intramurals program the opportunity to work because it is innovative and will be effective given the chance. CSUN will have a yearbook this year. And that yearbook will be good. The staff of the yearbook alongside the editor is making excellent progress. CSUN will have a radio s tation on the air this year. We were dealt a heavy blow when we lost our consultant, but progress is ongoing. Until that time comes we will develop another on campus station. Plans are now being made and we will be on closed circuit air by the end of this month. Our Entertainment on campus will be excellent this year. Again for the first time in recent memory Entertainment & Programming had a successful event during the summer. I hope that in the future we remember that there are still students on campus and we should provide them some services. Minutes - Senate Meeting #17 September 11, 1979 Page 3 In addition, CSUN is working on a Car Pool system. Under Lise Wyman's direction this should be getting off the ground in the very near future. I see our stature in the community as very healthy at this time. Our relations are good with the administration, faculty, and peers. I am personally pleased with our new President, Dr. Goodall. I believe that he is capable of supplying this university with the energy, integrity and the peoneering spirit which we will need to continue our growth. In summary, I would like to say that I am personally pleased with the direction of CSUN and the efforts of all the people who work hard to make it all happen. I hope we all sustain this high level of energy. Thank you. V. Executive Board Announcements Bar Manager's Stipend The Senate President informed the Senate that this was a mistake because this item of business takes two weeks before it can be approved, therefore, this will be put on the next Agenda. President Campbell informed the Senate that an item of business came up this summer at one of the Regents' Meetings concerning the police department on both the UNR and UNLV campus'. They were looking into how they work and if they are really necessary. This was on the Agenda at the last Meeting, but was tabled indefinitely. He further informed the Senate that he was listening to Dr. Goodall speak on getting rid of the police station here on campus but he does not think it will happen. He also stated that if the Regents' think that we don't need a University Policy then maybe the Senate should think about stepping in and trying to do something about it because in President Campbell's opinion they can handle the students better than Alarmco or whoever. President Campbell informed the Senate that they are down to five candidates for the Athletic Director. Yesterday a candidate arrived from San Diego and today a candidate arrived from Standord. He further informed the Senate that the new Athletic Director will be named by the September 21 Board of Regents Meeting. President Campbell also reminded the Senate that the M.A.F. issue will be coming up at this Meeting of the Board of Regents, but it will only be a presentation by UNLV and no action will be taken at that Meeting. This Meeting will be held at the Community College and he would like to see as many people there as possible. Minutes - Senate Meeting #17 September 11, 1979 Page 4 President Campbell informed the Senate that the applications for the new Radio Station Manager are now coming in. We have already received six applications and the deadline is the 22nd of September. President Campbell announced that we will have an on-campus radio station this Fall and it will be located in one of the bathrooms on the second floor of the Moyer Student Union Building. He further informed the Senate that we will have to come up with five new sets of call letters for the FM station because our last five were rejected. Vice President Wyman informed the Senate that the bus trip to Reno was cancelled because there were not enough people signed up to go. Vice President Wyman announced that at the next Board of Regents' Meeting the law school issue will be coming up again, but this time the purpose of the presentation will be to have the Regents' form another committee to work on the funding and to start the actual construction of the Law School. She further informed the Senate that they have about 2 1/2 million dollars donated right now, but they need about 2 1/2 million more dollars. VI. Executive Board Nominations A. CSUN Bar Manager Stipend (from Table) This was removed from the Agenda during Executive Board Announcements. B. Academic Vice President Search Committee, Student Representative The Executive Board nominated Byron Blasco and Lorraine Alderman to be student representatives for this Committee, was seconded, and passed unanimously. VII. Committee Reports A. Appropriations Board Vice President Wyman informed the Senate that there was no report of the Appropriations Board, but they will probably have a meeting next week if Pam Roberts, Carol Tarpley, and Annette DeLullo are finished with their work on the budget. B. Entertainment & Programming Board Cindy Simia read the Minutes of the last Entertainment & Programming Board Meeting. Cindy Simia motioned to approve those Minutes as read, was seconded, and stood approved. C. Elections Board Carol Tarpley read the Minutes of the last two Elections Board Meetings. She then moved to approve the Minutes of both Meetings as read, and was seconded. Jeff Wild informed the Minutes - Senate Meeting #17 September 11, 1979 Page 5 Senate that he didn't like the idea of the Mandatory Meeting for the candidates for the elections. He then moved to delete the requirement for the candidates to attend a Mandatory Meeting, and was seconded. Discussion took place and President Campbell suggested on cancelling a Senate Meeting for that Meeting if there must be one because it seems to be the most convenient time for this Meeting or delaying the Senate Meeting for one hour. "Skip" Kelley then called for the question, was seconded, and passed with none opposed. A vote was then taken on the amendment made by Jeff Wild to strike the Mandatory Candidates Meeting from the Minutes of the Elections Board which failed with six in favor, eight opposed, and one abstention. (Sandy Williams arrived at 4:41 p.m. - excused.) President Campbell informed the Senate that he feels the amount of money the Elections Board has budgeted for publicity is a little too high ($450.00). Jeff Wild then moved to delete the allocation of $150.00 for t-shirts for the Elections Board, and was seconded. Discussion took place and Jeff Wild called for the question, was seconded, and passed with one opposed. A vote was then taken on this amendment to delete the allocation of $150 for the Elections Board to purchase t-shirts which failed with none in favor and one abstention. More discussion took place on the Minutes of the Elections Board, and Jeff Wild called for the question, was seconded, and passed. A vote was then taken on approving the Minutes for both of the Elections Board's Meetings which passed with one opposed and one abstention. D. Publications Board There was no report of the Publications Board. E. Organizations Board 1. Vice Chairman Dave Gist informed the Senate that the Organizations Board has held two informal Meetings and they are now submitting to the Senate a list of organizations to become recognized by CSUN. He also requested the Senate to appoint Mr. Jeff Wild as his Vice Chairman or Parliamentarian. Bill Haldeman motioned to approve Jeff Wild as Vice Chairman of the Organizations Board, was seconded, and passed unanimously. F. Energy Committee Vice President Wyman informed the Senate that the next Meeting of the Energy Committee will be held on September 17 at 4:30 p.m.. A speaker on solar energy will be present at this Meeting to give a presentation. She further informed the Senate that she has sent a memorandum out to all department heads asking them to have their faculty members ask their classes if they would be interested in the Minutes - Senate Meeting #17 September 11, 1979 Page 6 car pooling program and the professors would have the forms which would be returned to CSUN and CSUN would return the vital information to the persons who signed up. G. S.E.F. Committee Marty Burzinski reported on the last Meeting of the S.E.F. Committee which was informal and informed the Senate that he was appointed Chairman of this Committee and Chuck Weinberger was appointed Vice Chairman. The next Meeting of the S.E.F. Committee will be held at 3:00 p.m. in the CSUN Offices. H. Bylaws Committee Bill Haldeman read the Minutes of the last Bylaws Committee Meeting. He moved to approve those Minutes, was seconded, and they stood approved. I. Ad Hoc M.A.F. Committee The Senate was informed that after this Senate Meeting there will be an Ad Hoc M.A.F. Committee Meeting. VIII. Old Business A. Amendment Proposals to Bylaw #1 (vote) Jeff Wild moved to amend Bylaw #1 as submitted to the Senate at the last Meeting and on the information received by the Senate, was seconded, and passed unanimously. B. Amendment Proposals to Bylaw #6 (vote) Jeff Wild moved to amend Bylaw #6 as submitted to the Senate at the last Meeting and on the information received by the Senate, was seconded, and passed unanimously. IX. New Business Vice President Wyman informed the Senate that Lorraine Alderman and herself are planning to meet with Educational Services to set up a Parliamentary Workshop. She would like to know the Senate's input on this item. Dr. Cassesse informed the Senate that his was fairly standard a while back and it give the Executive Board and everyone else a change to sit down and really find out what they have got themselves in to. President Campbell asked Dr. Cassesse if CSUN could get funding from some place else for this workshop. Dr. Cassesse informed President Campbell and the Senate that he thinks it was funded by Educational Services last time they did it. He also informed the Senate that the cost for this is very minimal. Jeff Wild then moved for this body to start an Ad Hoc Parliamentary Workshop Committee with Lise Wyman as Chairman, was seconded, and passed unanimously. X. Open Discussion Carol Tarpley announced that the next Elections Board Meeting will be held next Tuesday at 2:30 p.m. and they will start Minutes - Senate Meeting #17 September 11, 1979 Page 7 planning for the Senate elections in October. "Skip" Kelley suggested that if we are going to be scrutinizing on the recognition of religious organizations that everyone should try to find the time to read their Constitutions and then scrutinize. Ray Corbett, Intramurals Director, handed out the Intramurals Calendar for both semesters. Pam Roberts suggested to the Senate that everyone should read over the information sheets on the candidates for the University College Senate Seats for next week, because they will be coming up for a vote. Bill Haldeman informed the Senate that he felt it was repugnant that the Elections Board should have a Mandatory Candidates Meeting. Dave Craddock informed the Senate that he agrees with President Campbell's suggestion that more money should be spent advertising the filing for the elections because campaigning will usually take care of the rest of the advertising necessary. David Martinez inquired about getting football tickets for the out of town games like the one in Reno. President Campbell informed him that you can get them in Reno but the seats will probably be on the five yard line. He informed the Senate that when they come down here we stick them in the same place. Pam Roberts informed the Senate that there are a few seats left on Dela Airlines and American Airlines for $50 to go up to Reno for the football game. XI. These purposes. These purposes arej 1) to shorten the tine it takes for the Senate to complete certain actions, and 2) to eliminate repitition of material between the C,S.U.N. Constitution and its Bylav/s, The amendment proposals are 1) to delete the word "second" from. Article III, Paragraph B, Section 1 of Bylaw No. 1 "Bylaws- Bylaw"j 2)to delete all of Section 2 of Paragraph B of Article III of Bylav; No. 1; 3) to delete the word "second" from the first Paragraph of Article I of Bylaw Ho. 6. The affected Bylaws with the proposed amendments integrated into them are attached. Originally, the Bylaws Committee approved the two-meeting delajr in the completion of certain Senate actions because of the time lag between a Senate meeting and the report of that meeting in "The Yell1,' V/e of the committee believed that it was important that the students be aware of an action of major actions to be taken by the Senate before those actions were taken. Under the leadership of Dennis Berry, however, "The Yell" has significantly reduced that tine lag. By adopting these amendments: C.S. U. N. would be able to speed up its business while still being able to give the students enough time to be informed of certain Senate actions before the Senate acted. The deletion of Section 2, paragraph C of Article III of Bylaw No. 1 would delete a repitition of Section 2 of Paragraph C of Article VI of the C,S.U.N. Constitution,1 I. Definition A. A Bylaw of. CSUN shall be a legislative act pre-scribing- procedure for CSUN government by authority derived from the CSUN Constitution.
