The ordinance of the city of Los Angeles fixin g dockage rates does not define what shall be deemed a ’’vessel1*, but in­asmuch as i t covers a vessel of five tons or under, I presume it was intended to include barges and other kinds o f water c ra ft. Inasmuch as there is a penalty against our company for not exacting dockage- fe e s , I recommend that we collect dockage in a l l instances, including those where vessels dock for the purpose o f taking o i l . However, i f this w ill result in loss of business to us, or work a hardship, I would suggest that the matter be submitted to the City Attorney®s o ffice for a ru lin g, and I w ill be glad to attend to this i f you d esire. .Very truly yours H-G
