    Los Angeles - June 1 3 , 1945 Grig SPA Gy BHP-Omaha A He: APE 20 approved Jan 30, 19^5 for Well No. 11 and pipe line at I#s Vegas, amt $6 5 ,860, and to our subsequent recommendation that program outlined for this eapendlture be changed and extended, requiring additional appropriation. Our authorization for amortization requires work be com­menced by Aug 4, 1945. Our WPB approval states QUOTE Unless construc­tion started 70 days from date of issuanoe (which date Is April 11th) the permit is automatically revoked UNQUOTE. This would mean start­ing by June 20th. However, in another portion of the form it states: QUOTE Expiration Bate: July 3 1 , 1945 UNQUOTE. If we desire to protect these two authorizations I can arrange by contract to excavate ditches for the pipe lines leading from Wells 8 , 9 and 10 to site of proposed settling basin, and place order for the pipe lines. The expense would come well within Author­ization of APE 20 and would I believe protect us in WPB and amortiza­tion approvals. This program would of course be contingent upon our anticipation project recommended my letter April 2 3 , 19 4 5 , will be approved substantially as proposed. I think this should be given careful consideration; other­wise we should ask for extension of time limit for performance of the work. 3-33 • W H.J. JUN 1 3 1945 FS
