Proposed increase in water rates - Las Vegas .p^ 1931 Los Angeles, April 1, 1931 Mr. P. H. Knickerbocker; I am just in receipt from Leo of a copy of the new schedule of rates which has been worked up by Mr. Bracken*8 office. These rates are identical with the last schedule submitted on February 20, 1930, accompanied by Hr. Bracken*s letter of February 18. Interest at 6% is figured on a valuation of $281,928.05. This includes the maximum valuation of $200,000 placed by our valuation department on the water rights of Las Vegas Land ft Water Company, plus our general ledger balance of $81,278.05, plus $650.00 for 4® redwood pipe required under work order 152. to use an interest rate of 8% on the valuation of facilities, and this should include a fair valuation on the water. my office, if agreeable, say on April 15, as the matter of substituting flat rates in the place of meter rates will have to be considered, because the Legislature approved an act, effective now, which provides that it shall be unlawful for any public utility, for any purpose or object whatever, in any city or town containing more than 4500 inhabitants, to install, operate or use, within such city or town, any meehanical water meter, or similar mechanical device, to measure the quantity of water delivered to water users.
