Bracken and McMamee and they will send you a further sug­gested draft for your consideration. I am very sorry that you do not feel that the word adjacent* Is a satisfactory word in our proposed rule as we deliberately used such a word to give the rule a reason­able amount of flexibility. In other words, we felt that the Water Company would be more than willing to make rea­sonable extensions of its existing mains where the devel­opment would warrant it, but we did not feel that we should be obliged to extend our mains an unreasonable distance for the purpose of getting 20 new consumers of water. A® I have stated, the present city limits are in some instance® far beyond the extremities of our mains, and there is no devel­opment In that general direction. I have been cheeking some definitions of the word “ad­jacent * and without citing the cases to you should like mere­ly to give you the benefit of some of these definitions: “Adjacent means near to or In the vicinity of and does not necessarily mean touching or border­ing upon.* “Adjacent mean® next to or near, neighboring, while adjoining means touching or contiguous.* “Adjacent does not mean adjoining, but sig­nifies convenient, near to or in the neighborhood.* “Adjacent does not mean adjoining, buVin the neighborhood of or convenient or near to the place specified.*
