Reinhardt Vice President Union Pacific Railway Company 422 West 6th Street Los Angeles 14, California Dear Mr. Reinhardt: This letter is written at the request of Mr. Campbell to outline and explain the procedure which will be followed by the District in the execution of the proposed agreement for the acquisition of the water system of the Las Vegas Land and Water Company. The revisions of the final draft of the agreement reached our office yesterday morning. In view of the length of the document we were unable in one day’s time to prepare enough copies of the agreement for all interested parties. Accordingly we typed an ozalid stencil of the agreement which reached Mr! Campbell’s hands this morning. Mr. Campbell will reproduce ozalid copies of the agreement in Las Vegas for circulation amongst the directors of the District and other persons who Mr. Campbell feels should examine the agreement. After^he directors and their local attorney, Mr Leo McNamee, have had a reasonable opportunity to examine the final draft, Mr. Campbell expects to call a special meeting to secure informal approval of the final draft. Mr. Campbell this approval can be obtained by not later than the end of this week. Prom your past experience with public agencies you are undoubtedly aware that contracts, in order to be binding upon the public agency, must be executed in strict accordance with law. In the case of the District this will ^ u i r e calling of a special meeting ( m accordance with the existing resolution of the District fixing the time and place of meetings) and the adoption of a resolution authorizing the 1 9 5 3 G.
