Feb. 23, 1905. Mr, J. Ross Clark, Vice President. 12-M Dear Sir:** Replying to yours of the 16th in s t ., with le tte rs of Mr. 1, G, Tilton, Chief Engineer, and I r . A, L, Jones, Division Engineer, attached, referrin g to offer of eighty acres o f land, With water righ t, at Moapa, I have to say that I have referred the matter to Mr. Waters with directions to investigate and report upon the same at once, It may he of interest, also, to say further that when I was in Las Vegas Mr, Waters informed me that the Cohh^Brothers, merchants at Moapa, who claim to own a water right for three acre feet deep covering two hundred acres of land from the Moapa River, have offered to convey to this company their water righ t, provided the company, when it brings the water down to Moapa, w ill give them sufficient water for use about their business, which is that o.f merchandising at that place. They have also added to this o ffer a proposition to deed to the company certain lands at Moapa. I saw the location of the land and in my opinion it is favorably situate for the looation upon it of a townsite, provided that such a thing should develop at Moapa, as i t a g p e ^ s probable w ill be the case. I have also a s c e r t a i n e d ^ ^ t h e land w h i ^ ^ e ^ C ^ s propose to convey to the company, and which w ill very lik e ly be needed as a portion of the townsite, is public land, and I have directed Mr. Waters to take steps to ascertain and report upon the cost o f securing eighty acres o f the same.
