    Mr. Paul Harrison Page 3 July 9, 1953 this fact coupled with the abnormally low snow fall In 1953 would Indicate that the summer of 19$4 Is going to be tough. It is impossible to furnish any information as to the length of time it takes for this snow fall on the mountains feeding the Las Vegas Valley Water Basin to reach the basin. I have talked with several experts and their guess is that it is from six months to eighteen months. Even if there was a very heavy snow fall in the winter of 1953-54, we could not expect any increase in the water basin for the summer of 1954 assuming the minimum time of six months since this snow fall does not ordinarily begin to run off until around April.
