    The report said one witness, testified that bus service - to a section of North Las Vegas was curtailed without notice or hear­ing by action of the chairman upon plea of the bus company that street was impassable by reason of sewer improvements. It said that the commission without previous notice to public or hearings, authorized Southern Nevada Power Company to im­pose a .ban upon electric space heating on all new construction in Clark. County. After protest by Las Vegas residents, the com­mittee said, the ban was with­drawn and replaced by a require­ment for installation of electric load regulations. Effect of original order, the committee said, was “to disorganize arid delay several large, housing sub­divisions then planned or in process of construction.” It .said the effort of order for installa­tion of load regulations was, to cause federal housing adminis­tration to refuse to insure mort­gage loans upon homes in which they had been installed.
