(9) -To carry on technical investigations and surveys, both within and without said district, and for this purpose to have access to all lands and premises within said district. (10) To incur indebtedness and to issue bonds in the manner herein provided., (See Sec. 15, 16, and 17). (11) To cause taxes to be levied and collected for the purpose of paying any obligation of the district during its organizational sta&e, including necessary engineering costs and further to assist in the operational expenses of said district until such taxes are no longer required therefor. (12) To import water from Lake Meade. (13) To make contracts, etc. (1*+) To supply water for an appropriate charge, consideration, or exchange made therefor when such supply is available or can be developed in connection with the primary functions and operations of the district. Sec. 2,3}^'} 5,6, and 7 • Provide for creation of a water district, and method of electing and qualifying the first board of directors and subsequent board of directors. Sec. 8 Provides for seven (7) directors with a President and Vice-president elected from their number, and a Secretary and Treasurer appointed by the board who may or may not be members of the board. Further provides for organization of the board, regular monthly meetings, quorum of majority, manner of keeping records, and filling of vacancy by board appointment. Sec. 9 Empowers board to manage and conduct the business and affairs of the district. Sec. 10 Imposes penalty of misdemeanor for wrongful or purposeful damaging of property of the board or interference with its officers. Sec. 11 Requires all money to be deposited in state or national bank in Nevada and to be secured by bond of surety or by U. S. bonds or other security which are legal investments and saving bonds in Nevada; or deposit of said monies in U. S. Postal Savings Banks; or deposit of said monies under the same conditions as may be applicable to state, county or municipal funds in Nevada. Authorizes board to enter into contracts of indemnity and guaranty. Provides compensation for board members and officers.
