Dear Sirs: I thought you would be interested in reading the attached report from Mr. Merrill of a trip he recently made with Governor Spry and Judge King, who represented the Secretary of the Interior, over some of the lands in the vicinity of Milford. If we can persuade the Interior Department to finish the survey of these lands so that settlers can obtain patents, I think it will have a tendency to encourage settlement on the dry lands there as people are a little afraid to go ahead and make improvements before the land is surveyed for fear they may ultimately lose the lands.
