I agree.V Washington, D.G. February 5» 1942. 3464 Mr. E. E. Bennett: I am interested in the article by Mr, Clarence M. Hawkins entitled "Who Does Own the Water? California, Bay City or the Federal Government." Mr. Isaacs prepared a brief on the question of title to water a year or two ago but it may not fit into situations wherein titles obtained from Mexico or areas embraced in the Louisiana Purchase are Involved. I wish you would contact him in this connection with such information as you may have available as I will desire presently to talk with him about it. I will be interested to know what reaction Mr. McNamee receives from his letter of inquiry on this subject. We must develop, of course, whether we can contribute in a helpful way in the litigation now pending with respect to this question.
