When the voters nixed the project by a large majority, Bowron stated publicly in his opinion they really didn't know what they were doing. He took the attitude that papa knew best what was good for the city, but the voters apparently didn't see eye-to-eye with him on that theory. The moral of which is, if you want to continue as a public servant it is advisable to do what the j public wants.
