Cahlan___________ Notary Public in and for Clark County, Nevada My Commission Expires Jan 12, 1951 --oooOOOOOOOooo-- ORDINANCE NO. 378 AN ORDINANCE OF THE COMMISSION OF THE CITY OF LAS VEGAS, ESTABLISHING A LAND USE PLAN WITHIN THE CITY OF IAS VEGAS, CREATING ELEVEN (11) DISTRICTS, REGULATING AND RESTRICTING: THE USE OF LAND, THE LOCATION AND USE OF BUILDINGS AND OTHER STRUCTURES; THE HEIGHTS AND BULK OF BUILDINGS AND OTHER STRUCTURES; THE PROVISION OF OPEN SPACES FOR LIGHT AND AIR; THE INTENSITY OF SUCH USES AND THE DENSITY OF POPULATION: ESTABLISHING BUILDING SETBACK LINES; ADOPTING A MAP OF SUCH DISTRICTS; DEFINING THE TERMS USED HEREIN; PROVIDING FOR THE ADJUSTMENT AND AMENDMENT THEREOF; REQUIRING THAT CERTAIN PERMITS SHALL BE SECURED FOR SUCH BUILDINGS, STRUCTURES AND IMPROVEMENTS AND FOR THE USE THEREOF, AND OF LANDS; REQUIRING CERTAIN FEES; PROVIDING FOR ENFORCEMENT AND PRESCRIBING PENALTIES FOR VIOLATION THEREOF, AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION I. GENERAL PURPOSES A. In order to conserve and promote the public health, safety, morals, and general welfare of the pre­sent and future inhabitants of the City of Las Vegas by lessening or avoiding congestion in the public streets or highways; to secure safety from fire, panic, and other danger; to provide adequate light and air; to pre­vent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provi­sion of transportation, water, sewerage, schools, parks, and other public requirements; securing the character of districts; conserving the value of buildings and property; encouraging the most appropriate use of land; and by other means, in accordance with a comprehensive plan; there is hereby adopted and established a Land Use Plan for the City of Las Vegas. B. To protect the character, social advantages and economic stability of agricultural, residential, commercial, industrial and other areas within the City and to assure the orderly, efficient and beneficial development of such areas.
