I agree.% Summary Results of Operation Las Vega3 Land and Water Company Assuming Metered Water Service Estimated Year 1950 Under the present laws of Nevada, charges made for water service by privately owned and operated utilities in cities and towns of more than 4500 population must be on a flat rate basis and no metered service is permitted. Thus, the Las Vegas Land and Water Company sells no water to its customers on a metered basis, but all service is rendered on a flat rate basis. It is well known that where service is rendered on such a flat rate basis, water is not economically used and there is waste. It would be expected that the climatic conditions in Las Vegas would result in higher usage than in many cities, but the wide spread in use must in part be assigned to lack of proper water conservation. This is shown by a comparison with other cities.
