    SECTION 6. Whenever an employee works for a period less than the regularly established pay period, the amount paid shall bear the same relationship to the full-time rate as the time actually worked bears to full-time employment. SECTION 7. The City Manager shall formulate such administrative rules and regulations as shall be necessary to carry out the purposes and intent of this ordinance and may amend them as conditions require. SECTION 8. Amendments to the pay plan shall be adopted by the Board of City Commissioners when changes in the duties and responsibilities of classes,living costs, recruiting experience, prevailing rates of pay in comparable public and private employment, the City's financial condi­tion, or other pertinent factors warrant such action. SECTION 9. All ordinances or parts of ordinances in conflict herewith, are hereby repealed. SECTION 10. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately fol- lowing its first reading and adoption in a daily newspaper published in the City of Las Vegas, Ne­vada. SCHELLACK Subscribed and sworn to before me this 28th day of July, 1958 s/ NEOLA GIERHART NOTARY PUBLIC IN AND FOR CLARK COUNTY, NEVADA My Commission Expires April l4, 1962 ORDINANCE NO. 771 AN ORDINANCE TO AMEND CHAPTER 13, CODE OF LAS VEGAS, NEVADA, 1949, BY PROVIDING LIMITS ON THE NUMBER OF BINGO LICENSES AND RACE HORSE BOOK LICENSES WITHIN THE CITY, AND PROVIDING OTHER MAT­TERS PROPERLY RELATING THERETO. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. Chapter 13 of the Las Vegas City Code is hereby amended by adding a new section to be known as Section 19, to read as follows: SECTION 19. Hereafter the issuance of Bingo licenses and Race Horse Book Licenses shall be based on population, limiting the number of licenses issued to One (l) Bingo License for each 25,000 population in the City of Las Vegas, and limiting the number of Race Horse Book Licenses to One (l) for each 12,500 population in the City of Las Vegas, Nevada. The determination of population for the purpose of this ordinance shall be as determined by the Board of City Commissioners under other appropriate licensing ordinances now in effect. SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 3. This ordinance shall be in full force and effect upon its final reading and a- doption, and final publication as in the next section provided. SECTION 4. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately fol­lowing its first reading and adoption in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas.
