In connection with the transfer new being negotiated between the Las Vegas Land & Water Company and the Las Vegas Valley Water District, we would like to be officially advised by Your Body as to the legal position the district will take in the event it does acquire the water facilities in the City of Las Vegas during the period prior to bringing water in frem Lake Mead with parti­cular reference to the furnishing and supplying of water services outside the limits of the City of Las Vegas i.e. does your district have the legal authority as advised by your attorneys, and if so "?he district contemplate, furnishing subdivisions and other users outside the City of Las Vegas with water from the present source supply pending the actual bringing in of an additional supply of water from Lake Mead. does
