ANNOUNCEMENTS CSUN President Steve Evenson announced the CSUN expenditure report to the Senate. He mentioned that the problem with the Executive Board Elections was not due to anything involved within student government but it concerned a professor who who offered five points for the support of a certain candidate. The Judicial Council will decide on what action should take place. CSUN Judicial Council Chief Justice Joe Bunin announced that tomorrow there would be a Judicial Council meeting at 5:15pm. V. BOARD AND COMMITTEE REPORT Student Services Director Kristi Carlson mentioned that the next freshman yearbook will have color. She also mentioned that one of the shuttle carts were vandelized. Phil DaQuino mentioned that if anyone is interested on doing a traffic count they should see Rick at 452-3189. He mentioned that Trinity Reda had resigned from Video Yearbook as Assistant Editor. There will be a Publications Board Meeting 3pm in the Fireside Lounge. Entertainment and Programming Assistant Director Tyra Flaig mentioned that the board is working on Springfest. KUNV Director Rob Rosenthal mentioned that they added two more faculty to the staff. He mentioned that Fishbone will be playing at Paradise Alley. Nevada Student Affairs Director Michelle Saunders announced that thank you letters were sent to all the people that they spoke to in Reno. Bylaw Chair Senator Elliott announced that the Bylaws committee had made changes on bill #3. CSUN Business Manager Barbara McFarland mentioned that $11,730 was added to the 900 account. She also mentioned that there is a need for an emergency item for approving $4000 for the CSUN Scholarships. Appropriations Board Chair Ray Frankulin passed out the latest in CSUN balances. He mentioned that he had a meeting last Monday. Elections Board chair Robert Lane - had no report. Office of Public Informations chair Jamal Allen thanked the everyone who helped out at the booth at the Thomas and Mack. Purpose - to establish a CSUN/KUNV Liason Seat. II. Structure - The CSUN/KUNV Liason Seat will consist of one Senator selected by the Executive Board and approved by the Senate. III. Duties - The CSUN/KUNV Liason Seat will act as liason between KUNV and student government as outlined in the CSUN/KUNV Liason Seat Operating Policy. CSUN/KUNV Liason Senate Operating Policy Preamble: This seat, in accordance with the CSUN Constitution, acting under the authority of the Board at Regents and its policies, shall act as a liason between KUiN and the student senate. Article I - Composition 1. This seat shall be filled by one CSUN Senator as electa by the Executive Board and approved by the CSUN Senate. Article II - Powers and Responsibility 1. The CSUN/KUNV Liason Seat will act as a liason between KUNV and CSUN. He/she may participate in station meetings and functions to represent CSUN but will not a voting participant off station operations and policy making will be left to the station management and staff 2. The CSUN/KL'NV Liason Seat will report o- KUNV's operations to the Senate as appropriate. These report will be in addition to KUNV's regular report. 3. The CSUN/KUNV Liason Seat may establish a review board s the request o-F the Senate or KUNV to address formal complaints from the KUNV staff or the Senate. Article III - Review Board Composition cf the CSUN/KUNV Liason Seat 1. The Review Board of the CSUN/KUNV Lison Seat will be nominated by the Executive Board and approved by the Senate. 2. The Review Board of the CSUN/KUNV Liason Seat will consis of six mem ben--s. 1. The Liason Seat as Chair 2. KUNV General Manager 3. Dne KUNV Staff Member 4. Two CSUN Senators 5. One faculty member from the Department of Communication Studies 2a. This will be a standing commitee that will only meet when necessary. 3. All Review Board members have one vcte except for the chair who will vote in the event of a tie. Quorum will b established as 50/i +1. 4. At Che end of each Review Board decision and recommendation, the board will be dissolved. A new board will be formed to address each new request. , Article IV - To Repeal By-Law #20 the following votes are Required 1. A two-thirds (2/3's) vote by the Senate. WE, THE CONSOLIDATED STUDENTS OF THE UNIVERSITY OF NEVADA, LAS VEGAS, REPRESENTED IN THE CSUN SENATE DO AMEND BYLAW 14 AS FOLLOWS: SENATE BYLAW 14 OFFICE OF STUDENT INFORMATION I. DEFINITION •j A. The Office of Student Information shall serve to inform the student body, faculty, media and concerned members of the public as to the activities of CSUN student government. III. POWERS AND RESPONSIBILITIES OF THE OFFICE OF STUDENT INFORMATION. A~. Report on the activities of CSUN media and local media. B. Maintain and update all informational materials used to inform the campus and public of CSUN's activities. C. Yellin Rebel Editor Mike Keller announced that there were twelve more issues of the newspaper. VI. EXECUTIVE BOARD NOMINATIONS A. Approval of Paige Zielinski to the Elections Board as a member. B. Approval of Kim Elliott to the Faculty Code Committee as a member. VII. UNFINISHED BUSINESS There was none at this time. VIII. NEW BUSINESS A. Approval of $2837 for two Yellin' Rebel staff members to travel to NCAA basketball tournment regionals on March 18 and 19 and March 25 and 26. To come out of the 905 account. Motion to approve by Senator Kurzer. Seconded by Senator Bauhs. There was discussion. Senator Kurzer withdrew his motion. B. Approval of $50.00 monthly stipend for NSA Assistant Director to come out of the 912 account. Motion by Senator Kurzer to approve $75.00 monthly stipend for NSA Assistant Director to come out of the 912 account. Seconded by CSUN Vice President Dick Hubbell. There was discussion. Motion to approve, unanimously. C. Approval of $5000 for Springfest April 5,6,7 to come out of the 903 account. Motion to approve by Senator Menez. Seconded by Senator Bauhs. (See attached copy). Call for a vote. Motion carried with eighteen in favor, no opposed, and one abstention (Kurzer). D. Approval of Senate Bill #3. Motion to approve by Senator Kurzer. Seconded by Senator Elliott. There was discussion. Call for a vote. Motion carried, unanimously. E. Approval of Senate Bill #4. Motion to approve by CSUN Senate President Pro Tempore Gina Polovina. Seconded by CSUN President Steve Evenson. There was discussion. Call for a vote. Motion carried, unanimously. F. Ad Hoc Constitution Revision Committee to review article #5, section H, subsection 2. Motion carried with sixteen in favor, three opposed, and no abstentions. Motion by Senator Kurzer to limit open discussion to no more than ten minutes. Seconded by Senator Kershaw. Call for a vote. Motion carried with eighteen in favor, no opposed, and one abstention (Menez). XI. OPEN DISCUSSION CSUN Senate President Greg Bailey didn't have any open discussion. CSUN Senate President Pro Tempore Greg Bailey didn't have any open discussion. CSUN President Steve Evenson announced that he hoped everyone would attend the Judicial Council meeting. He apologized to the Hotel Association for their item of business not being addressed on the Senate floor at this time. He mentioned that CSUN has a limited budget. Senator Ozkan mentioned that at last week's meeting he was humiliated because someone mentioned that the had not attended a meeting due to personal reasons. He mentioned that the same person who accused him of not showing at the meeting had not attended a meeting that they themselves had. Senator Hoferer mentioned that she would have her report from Texas out in a couple of days. Senator Gillett mentioned that $386.00 was still left in the Organizations Board account. He didn't feel that the Appropriations Board would be having anymore meetings. Senator Valenti mentioned that she would not be attending the Senate meeting next week; she would be taking her Springbreak early. Senator Wilcox withdrew the Academic Advising nomination for the Teacher Excellence Award and nominated Dr. Larry Strate instead. Senator Menez thanked Senator Rosenberg for her report from Texas. Purpose - to establish a CSUN/KUNV Liason Seat. II. Structure - The CSUN/KUNV Liason Seat will consist of one Senator selected by the Executive Board and approved by the Senate. III. Duties - The CSUN/KUNV Liason Seat will act as liason between KUNV and student government as outlined in the CSUN/KUNV Liason Seat Operating Policy. CSUN/KUNV Liason Senate Operating Policy Preamble: This seat, in accordance with the CSUN Constitution, acting under the authority of the Board of Regents and its policies, sha11 act as a 1iason between KUNV and the student senate. I - Composition This seat shall be filled by one CSUN Senator as elected by the Executive Board and approved by the CSUN Senate. II - Powers and Responsibility The CSUN/KUNV Liason Seat will act as a liason between KUNV and CSUN. He/she may participate in station meetings and functions to represent CSUN but will not be a voting participant off station operations and policy making will be left to the station management and staff. The CSUN/KUNV Liason Seat will report of KUNV" s operations to the Senate as appropriate. These reports will be in addition to KUNV"s regu1 ar report- The CSUN/KUNV Liason Seat may establish a review board at the request of the Senate or KUNV to address formal complaints from the KUNV staff or the Senate. III - Review Board Composition of the CSUN/KUNV Liason Seat The Review Board of the CSUN/KUNV Liaon Seat will be nominated by the Executive Board and approved by the Senate. 2. The Review Board of the CSUN/KUNV Liason Seat will consist of six members. 1. The Liason Seat as Chair 2. KUNV General Manager 3. One KUNV Staff Member 4. Two CSUN Senators 5. One faculty member from the Department of Communication Studies 2a. This will be a standing commitee that will only meet when necessary. 3. All Review Board members have one vote except for the chair who will vote in the event of a tie. Quorum will be established as 50% +1. Article 1. Article 1. -il- a 7! Article 1, A.
