FINE Mark L. Fine has spent the last three deeades building communities. As a pioneer and leader of master-planned development, he has created places for families and children to live, work, play and learn. Mark has four children, all of whom attended our public schools. Quality of life has always been one of Mark's top priorities for valley families, and it is evident in everything he has done and continues to do. Whether developing communities designed with children and families in mind, getting involved in various educational endeavors, encouraging and financially supporting the growth of the arts, or contributing resources, leadership, and expertise to numerous charities, Mark's goal was, and is, to make Clark County a better place to live. MARK L. FINE - EDUCATIONAL CHAMPION Mark worked with Governor Richard Bryan to forge an alliance between the business and education communities. He was instrumental in the creation of the CCSD Business Partnership Program (now the School-Community Partnership Program) and served as its first Chairman. He played a key role in the development of the Focus School Project, matching at-risk schools one-on- one with businesses to provide additional resources to those schools. For many years, Mark served as a community leader on the District's Bond Oversight Committee and volunteered to participate in and support several CCSD Strategic Planning initiatives. Mark tirelessly worked to assist the District in successfully passing all of its Bond Initiatives in the past three decades - providing both corporate hinds and considerable personal time to garner public support. Mark has served as a board member and advisor for Clark County Public Education Foundation since its inception. When the Foundation was established in 1991, Mark was the very first business leader to come forth and support the Foundation with a generous donation of $250,000. These funds were used to enhance district-wide programs. Believing that schools are the heart of community, Mark worked closely with CCSD to provide land for schools throughout the Green Valley and Summerlin master plan, carefully planning for the community's future exponential growth and its need for schools. Each time a school opened in the Summerlin community during Mark's tenure, he provided funding for a "Coins for Computers" campaign in which The Howard Hughes Corporation matched funds raised by the students to underwrite enhanced technology at each new school. Today, Mark remains a champion of public education and serves on the board of directors oi the Andre Agassi College Preparatory Academy. He recently committed $50,000 per year for the next three years as the business partner of the newly named Kermit Booker Empowerment School. Educational Highlights: . FINE - COMMUNITY BUILDER Mark moved to Southern Nevada in 1973, assuming a leadership position as president of American Nevada from 1974 - 1990. During that time, Mark guided the development and growth of Green Valley, Las Vegas' first large scale master-planned community rated as one ot the nation's fastest growing communities during Fine's tenure. His vision included three ot Las Vegas' most successful custom home communities - Quail Ridge Estates, The Fountains and Grand Legacy; more than one million square feet of office, industrial and retail space and major community amenities, including Legacy golf course and Green Valley Athletic Club, now known as Club Sport; and a public art program that features outdoor sculptures. These sculptures are part of the Green Valley community today and have become beloved icons. During his four-year tenure as president of the Summerlin division of The Howard Hughes Corporation in the early 1990s, Mark was responsible for launching Summerlin - the nation's premiere master-planned community that not only raised the bar for residential development in the Las Vegas Valley, but nationwide, as well. Today, Summerlin is a nationally recognized community and home to nearly 100,000 residents. Within Summerlin, Mark is responsible tor the custom home communities of Eagle Hills and Tournament Hills as well as the development and opening of Tournament Players Club at Summerlin, Nevada's first PGA Tour golf course and home of the Las Vegas Invitational, known today as Frys.com Championship. Mark has also served as a strategic development advisor for additional Las Vegas master-planned communities, including Queensridge and Queensridge North developed by the Peccole family; and Mountains Edge, Cliffs Edge, Providence and Inspirada developed by Focus ^ Property Group. Mark was an active participant in the development of Park Towers, Las Vegas premier luxury high-rise condominium at Hughes Center. It has been said that any man can be a father but it takes someone special to be a dad. Our dad, Mark L. Fine, is very special. He has been a role model, a mentor, a leader, a motivator, a teacher, an advocate, a supporter, a volunteer and a positive influence in our lives as well as the lives of so many others in this community. As our dad, he never missed a first day of school, a parent-teacher conference, an assembly, a sporting event, an extra-curricular activity or a graduation. He did not simply watch all four of his children attend Clark County public schools, he was actively involved with us, always. His involvement then and now has set a great example for each of u s and now that we are all adults, he stays involved as a caring friend and devoted grandparent in addition to donating his time, energy and resources to the needs of underprivileged children, at risk youths, local schools and universities, the arts and the overall betterment of Clark County. We have watched him run his business the same way he raised us. Always keeping children and their family's interests in mind whenever he designed and created a new master-planned development. He has used his position and influence within the community to establish safe and lasting environments. Environments where people of all ages from all walks of life and socio-economic backgrounds could have the same access, guidance, support and infrastructure necessary to succeed. His relentless commitment and dedication has resulted in numerous awards, accolades and recognitions over the past 30 years. However, what is truly inspiring to us and so many of the people that know him is the countless number of times he has shared his expertise, opened his home and contributed resources to strengthen the fabric of our hometown. Fine. I have known Mark for nearly twenty years. Over the years I have been impressed with involvement in our community. First hand I have seen his involvement in the Jewish community on a variety of committees. He has been active in the Jewish Federation and has been a constant supporter of Congregation Ner Tamid. His interests go beyond the Jewish community as he has made an impact in developing two planned communities- Green Valley and Summerlin. Through my conversations with him over the years I know it has always been his desire to improve the quality of life for all those living in Southern Nevada. He has fought hard for standards in housing development and zoning; been a strong advocate of higher education, and has found time to be involved in community and charitable affairs to numerous to mention. Fine Dear Committee Members: Please accept this letter as my strong and passionate support for the naming of a Clark County public elementary school in honor of Mark L. Fine. There is clearly no higher honor than having an institution of public learning named for a community leader: and there is no community leader more deserving of such an honor than Mark Fine. 1 have known Mark since 1 moved to Las Vegas in 1987 as CEO of First Interstate Bank of Nevada. As CEO of the largest bank in Nevada, it was important for me to know and understand who the true community leaders were in Las Vegas. It was clear from the very beginning that Mark was not only a leader then, but he was poised to emerge as one of the most significant community leaders over the course of the next two decades. After leading the planning and development of Green Valley, one of our Country's largest and most successful master planned communities, he followed up by leading the development of Summerlin, the largest master planned community in the nation at the time. He truly has built the residential foundation for the entire Las Vegas Valley, making Clark County a place where people want to live and raise their families. When I joined the UNLV Foundation Board of Trustees in 1988, Mark Fine had already been a member of this very important organization for several years. Over the years, I have watched Mark do whatever needed to be done in support of higher education. Today it is with pride that I watch him provide his effective brand of leadership as Chairman of the UNLV Research Foundation and as Vice Chairman of the UNLV Foundation Board of Trustees. Mr. Fine was one of the initial proponents in starting the School-Community Partnership Program in 1983 and served as the first chairman of the its Advisory Board. I first met Mr. Fine in 1989 when I became the second director of the program. He always shared his expertise, opinions, resources, leadership, and contacts with the Board, the partnership staff, other business partners, and school district personnel. I would like to share one example of his involvement. Mr. Fine, Mr. William Martin, and Ms. Elaina Blake joined forces with the School-Community Partnership Program to develop the Focus School Project, which matched at risk schools one-on-one with businesses to provide additional resources to those schools. In the initial year two schools were matched with two businesses, now over 80 at risk schools are matched with 120 businesses. This effort has provided both human and financial resources to schools. The program has truly been a success, and we owe a tremendous debt of gratitude to Mr. Mark Fine for his leadership. 1 enthusiastically encourage you to recognize Mr. Mark Fine for his many years of dedication to the needs of the students and their teachers in the Clark County School District by naming a new elementary school in his honor.
