SUCH PERMIT MUST BE GRANTED IF THE PROPOSED USE QUOTE DOES NOT TEND TO IMPAIR THE VALUE OF EXISTING RIGHTS, OR TO BE OTHERWISE DETRIMENTAL TO THE PUBLIC WELFARE.
