Marks 139 North Virginia St., Reno, Nevada Dear Ray: Referring to your A-30 in connection with proposed meter bill:I It might be that the situation could be cured by adding to the end of the first paragraph of Section 6112, eliminating the period after user, the following language: BUnless and until the Public Service Commission of Nevada, after investigation on its own motion or after complaint filed by any public utility, the State Water Engineer, the State Health Depart­ment, or any other interested party, shall deter­mine that there has not been and is not being a reasonable and beneficial use of water furnished to the inhabitants of any district or municipal­ity served by said publie utility or that said inhabitants are unnecessarily wasting water or that the use of said water by said inhabitants is detrimental to the water reserves of the State of Nevada or to the health and safety of the inhabitants of such district or municipality. If the Public Service Commission shall so find, it may permit the installation and use of mechan­ical water meters or similar mechanical devices to measure the quantity of water so delivered either to the entire district or municipality or to individual user or users therein, or to any portion or portions of said district or municipal­ity.” This language is. somewhat rough and extremely broad
