Dear Sir:- U k S< L ft H, r O l - H O t ^Qf SEP 11 1917 C H I E F E N G I N E E R I l S AN8ELES, Referring to your letter of Aug lSth-File 6l3,headed”Repair of Leaks,Las Yegas Pipe Line**, i would state that to date I have dug out and opened ip about SO places in the pipe line where it appeared to leak,not all of these proved to be leaks however. Your inspector,Mr Rossler,has observed what has been done,and your Engines^,Mr Webster has gone over the work and noted conditions. Mr Rossler its not given me an opinion as g to what oaused the leaks,but Mr Webster sjpited that his observations had convinced him that I had followed the specifications in constructing #he line as closely as it was possible undo# existing conditions,and should not be blamed for its failure to hold mter under pressure. H°w whether ii| it was settlement due to wet ditch and!soft concrete base,or contraction of plaster collar due to t ha'"excessive heat of the past summer, I am oodh vinoed personally that I am not responsible for the leaks. To-day you have given me instructions to attempt the repair of the leaks from the inside by cutting the line and entering it,and I shall carry out those instructions to the best, of my ability,but | wish to go on record that I shall expect your Company to pay me what I have already expended in leak repair and what I shall expend in the future,plus 1($ for outside expenses incidental to my overseeing the work,as I am very much disappointed that the pipe line did not prove a success and will gladly give my time in the effort to repair it satisfactorily .Enclosed please find statement of' amount expended to Sept 1st. May I call your attention to the faot that my final estimate on the pipe line work,as well as bill for extra work, which were sent you Aug 5th,have not been vouchared? Yery truly yours
