Reinhardt (0) As you know, the water situation and activities, or l&ek of activities looking towards the purchase of the Las Vegas Land and Mater Company by the las Vegas Valley Water Bisiriet, have been dragging along for about t w years. Meanwhile, the Water Company has been the target of consider­able criticism which would have been most severe last summer had It not been for the frequent thunderstorms which pre­vented serious shortages of water. After discussion of the matter with Mr. Reinhardt, we decided to see if we oould stir up some activities and In view of this end, I filed with the Nevada Public Service Com­mission an application by the Water Company for emergency relief by amending certain of Its rules and regulations, to prohibit further extensions of mains to new subdlvlsloraor further conneotions to new houses. The idea, as X have stated, was primarily to endeavor to force some action by the Water District in connection with its long proposed purohass of the ,!*.* Vegas Land and Water Company. After the applieslion was filed, we secured a little publicity of the kind we desired but nothing further was done and due to the proximity of the cut-off date in the applic­ation, X filed an Amendment to the application and later filed a Second Amendment to the application, enclosing herewith a eopy of each of the three documents. Meanwhile, X had talked to the Chairman of the Nevada Public Service Commission, explaining the purpose of the application. He stated Informally that they would go along with our attempt to secure action by the Water District. Recently, the Power Company in Las Vegas secured an ex parte order forbidding it to make any new electrical connec­tions for heating houses with electricity. Also, reoently, there was considerable rumor to the effect that Las Vegas would be declared a Critical Defense Area and that plans were being worked up to construct between 750 and 1000 additional houses.
