The Affidavits of Completion of Work filed by LVL&W Co. pursuant to Permit Nos. 10458, 10508, 10706, and 10707 state the expenditures were made at expense of applicant whereas all other affidavits filed by LVL&W Co. state the expenditures were made at expense of applicant and at expense of either LA&SLRR Co. or UPRR Co. for use and benefit of applicant. All affidavits contain the statement that "at least" a named amount of money has been expended. Some of the amounts may be actual cost although
