DearSir,- Referring to your letter of August 19th, in regard to the contract of the Railroad Company with the Land and Water Company at Lae Vegas, covering the supply of water and electricity for distribution in the city by the Land and Water Company, I have already had up with Mr. Halsted, in a preliminary way, the advisability or possibility of increasing the Land and Water Company's rates. He, however, has been very busily engaged in the Plaza Station hearing, valuation matters, etc., and probably has not had time to give the matter full consideration as yet. I am forwarding your letter to him to serve as request for his advice on the subject. We will have to be very careful to see that a proper showing can be made before the Commission, and that no violation of the franchise takes place in the event we decide to undertake to secure an increase in rates. /
