Las Vegas, Hot*, September 29, 1952 Mr. Wm. Reinhardt: (CC * Mr* E* B, Bennett) Attached la copy of correspondence with Mr* £• W* Cragln concerning charge for water for cooling refrigeration equipment serving the El Portal Theatre, Las Vegas, in amount $646*00, for the period of January 1st to and Including August 31, 1952, together with copy of letter dated September 9, 1958, from Chairman Robert A* Allen of the Nevada Public Service Commission, in which he suggests a restudy of the basis of our charge and questions the correctness of the charge during the winter period* - ' ' f As regards the second paragraph of Mr* Allen's letter to the effect the rates were based upon non-recirculatlng equipment, a review of our file discloses that we filed with the Commission an amendatory and supplemental schedule of rates to be effective October 1, 1934, a copy of which la attached, together with copy of exchange of correspondence between Mr. Bracken and the Public Service Commission. The supplemental schedule and all of the correspondence tends to confirm our position that the rates in effect were based upon assumption all refrigeration machine# would be equipped with recirculating systems as required by City Ordinance* As suggested In Mr* Bennett's letter of September 15th, I have had numerous conversations with and letters from customers, Including among others t Mr. E. w. Cragln, Owner of the El Portal Theatre, Mr. Fred Soly, President of Monte Carlo, Mr. C. G. King, Asst* Secretary, Golden Nugget California Club, Mr. Reed Whipple, Asst* Vice President, First National Bank, Mr* R* E, Thom, Manager, Sears, Roebuck and Co*, concerning our refrigeration charge. In each Instance, the complainant contends} 1 - The rate Is exorbitant for machines equipped with recirculating devices* 2 - As air conditioning equipment is generally used only during period May through September, there is no justification for charge for remaining months of the year.
