CSUN SENATE MEETING 34-37 MONDAY, OCTOBER 25, 2004 MSU 201, 6:00PM I. CALL TO ORDER SENATE PRESIDENT AMESQUITA called the meeting to order at 6:02pm II. Senate Committee Reports SENATOR KRISTA DONNELLY: campus safety and awareness had meeting on Thursday and there were some concerns about the education building and volleyball courts, we're working on getting glass cleaned up. E-mailed Lieutenant Drake. SENATOR TEMPLETON: I just got off the phone with Detective .. .further investigation in education building. SENATOR MULLINAX: everyone but one on rules and ethics, so if you're coming back, I'll need a vice chair and I'd like someone with experience in senate... 1 SENATE PRESIDENT AMESQUITA: thanks to SENATOR CAZARES and SENATOR SOLDANO for getting me disks and diskettes. Rebel Radio: Tyler Wistisen We got a lot of stuff done. CD that has all interviews from Rebel Ruckus, Michael Moore press conference, interview with guy from Rage Against the Machine. Talking with Dan and trying to plan an event at the beginning of next semester. Sick of waiting for ... SENATOR KRISTA DONNELLY: how many people are you having listen to the station each day? DIRECTOR WISTISEN: probably about sixty. SENATOR BOWERS: do you have any way to tell if it's always the same people, ... DIRECTOR WISTISEN: no. SENATOR BOWERS: is the second player...? DIRECTOR WISTISEN: same we've been waiting for. SENATOR TEMPLETON: did you get suggestions SENATOR SANTIAGO and I sent you? DIRECTOR WISTISEN: yes. SENATOR MULLINAX: how much is the budget for...? DIRECTOR WISTISEN: 12000. SENATOR SANTIAGO: maybe you're not getting listeners because the last time you updated the website is like August. It's boring. You should be taking initiative to change it. SENATOR CORPUZ arrives at 6:23pm SENATOR BOWERS: do you have a plan for marketing or anything? It seems like you're waiting on a lot of other people. DIRECTOR WISTISEN: I've been working with DIRECTOR CABRAL. SENATOR CRAWFORD: there are a number of senators who would be interested in the daily or hourly listener numbers. Whenever you get a chance, if we could see that. SENATOR MAYER: it seems that everyone's gonna give you a hard time. It's only available through the internet. PRESIDENT SCHUCK: we had a conversation abourt this earlier. The amount of money, if you look at the graphs, listenership is up. It's internet radio. Is this really where we want to spend our money? If you don't think 12k is worth spending each year, then you need to bring it up. I think am radio is a smart move. We're also funneling all this money into an online radio that doesn't seem to be attracting a lot of students. I don't think it's the website.. .it might just be something that students just don't want. If we spent the rest of the year working on what it'd take to move this to am radio.. .maybe we should start shifting our energy into that. viii. Marketing: Manuel Cabral see report E. Liaison Reports i. Student Involvement Activities THOMAS STUDDERT.. .Wednesday at five b.. .bash.. .part of GLTB awareness month in ball room.. .lab funding is available. Family weekend. Homecoming meeting tomorrow. If you're planning on attending.. .I'll have a final decision on what we do with trophy. If you're interested in getting involved with highschool impact program, it's hosted by cao and office of undergraduate recruitment, please let me know. 13th of November. Looking for volunteers for tunnel of oppression. We are making some structural changes downstairs. Greek mailboxes are moving into MSU 130 and then into greek office. 4 SENATOR ESPINOZA: on that high school thing, the 13th at what time? THOMAS STUDDERT: ?? SENATOR ESPINOZA: these are students from..? THOMAS STUDDERT: Clark County SENATOR KARA DONNELLY: how long does theconference usually go? THOMAS STUDDERT: til about 4 or 5 o'clock. REBEL PRIDE COUNCIL: We're here to invite CSUN to family weekend. It's an opportunity to tell families what the goals of CSUN are. We ask you to wear your CSUN shirt or nametag so people know who you are. You can attend one event for free. SENATOR MAYER: what's the events? REBEL PRIDE COUNCIL: dinner on plaza, tailgate, breakfast at Rio Voodoo lounge. We will put the tickets in your mailboxes. ii. Residence Hall Association see report PRESIDENT SCHUCK: update on Sodexho? DAYSON: it's not that we're not allowed to use the D. C. for Sodexho. We've had problems with them cooperating for us so we've decided not to do events in there after the masquerade ball. PRESIDENT SCHUCK: I think this is an issue that we can help you with. DAYSON: the concern with sodexho and RHA is because the peak times we like to do things conflict with.. .and it isn't free for students. SENATE PRESIDENT AMESQUITA: something we sadly found out is that administration will sit there on there hands sometimes until students get involved. Please let us be in that process wih you until we can change that around. SENATOR CAZARES: what's your contract with Sodexho with the dining commons? 5 DAYS ON: it's a 10 year contract.. .campus housing doesn't want a bad relationship with Sodexho because it's so early in the contract. There's no problem using it, it's because they're charging students to eat even if they're not eating. iii. Student Athletics JEFF: good number of students that showed up to the basketball practice. There were probably about 150 going in and out the whole time. Coach Kruger ended a little early and let all the students come on the court. I think he established a good relationship with people there. Under direction of CSUN and sports marketing, we've established Rebel Nation. It is a student based fan organization to bring more pride to the university. We'll be going out to games and being the people who represent the university the best. First meeting is on Thursday at 5 o'clock. We'll help with pep rallies, etc. We're making it so that the organization isn't here for a couple years and goes away. SENATOR MAYER: you're doing a great job with this. You've realized that we need to institutionalize. I commend your leadership. I was at the Rebel basketball thing and Coach Kruger is a great guy. Such a great feeling. iv. Student Health Advisory Committee v. ROTC GAGE CHAPEL: flying in cadets from Reno to train. This Thursday through Sunday. vi. Leadership Advisory Board SENATE PRESIDENT AMESQUITA: if you want to be on that, if you're available at 6 on Thursday nights, see me. F. Rebel Yell Report VI. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT GOATZ: applications for new elections director are out. PRESIDENT SCHUCK: want to talk about the dining commons. The way that events work is that you go to the d.c. for events. You're able to go into the d.c. and any event is in the d.c. This year Sodexho tried to squeeze into their contract that for every student that comes into an event in the dining commons they would charge $2and change. This year all of a sudden none of their events in the dining commons the first excuse they gave was, anyone in the dining commons can get food. They said move the swipers back so if you're gonna get food.. .campus housing doesn't 6 want to step on Sodexho's toes because it's the beginning of the contract. I think it's something we can get behind, write a resolution for and present to the administration. I really think they're getting shafted big time. Our listserve is up to like 1300 people. It's a busy week, I have a test so I'm leaving early. SENATE PRESIDENT AMESQUITA: I have some John Kerry tickets. He'll be in town Tues, October 26th. VII. PUBLIC COMMENT LORI B.: ran for urban affairs and tied. I will be giving a speech on November 1st. DAYSONI will be running for science college. SENATE PRESIDENT AMESQUITA: a lot of times, CSUN has been referenced to as a cash cow. There are a few items on the agenda today. You have the opportunity to do a lot of allocating from discretionary. Somethings to consider: is this something that has been institutionalized? Are you maximizing the number of students for the buck? Are you sending two people or a lot of people to represent UNLV. Is this unforeseen? Is it a burden on the student? Is this something that could've been prepared for and hasn't been? Something for Model UN. I'll tell you what I used to think. How could a class that signs up knowing they're going to have to come up with the money and tell us they're not able to do it? Those senators in that college need to go to the dean, or professor.. .a lot of you foresaw this coming after the constitutional revisions meeting. B is out of order. She's going to talk to her department about getting more money. VIII. UNFINISHED BUSINESS A. Action Item: Approval of one (1) CSUN member to serve as the Election Director for a term ending April 30, 2005. As submitted by Senate President Pro-Tempore Cianci on behalf of the Executive Board. Ruled OUT OF ORDER IX. NEW BUSINESS A. Action Item: Approval of an amount not to exceed $18,000 for the UNLV Wind Orchestra to attend the La Croix Valmer International Music Festival to take place in Nice, France. Cost to be encumbered from the CSUN 2702 FY05 Senate Discretionary Account. As submitted by Senator Mullinax. See attachment 34.37.01. SENATOR MULLINAX: move to approve SENATOR CONWAY 2nds 7 SENATOR MULLINAX: move to allow representatives from the UNLV Wind Orchestra to speak Representatives from UNLV Wind Orchestra speak. SENATOR CAZARES: SENATOR CORPUZ, can we afford to do this from discretionary? SENATOR CORPUZ: I've looked over the budget, and talked to BUSINESS MANAGER HILL and only real feasible thing would be to take it out of the reserves. If we went into the budgets, we'd have to pick from each budget. It's the only way I see it going. SENATOR CAZARES: you said that the students wouldn't have to pay, then? UNLV WIND ORCHESTRA: yes. It would contribute significantly SENATE PRESIDENT PRO-TEMPORE CIANCI: I think this is awesome. In essence, you'd probably be wanting to go again next year. I think you guys deserve the money. The reserves recommendation is a good idea. It brings quite a bit of recognition every year. SENATOR CRAWFORD: have you gone to the graduate student council? UNLV WIND ORCHESTRA: no, we haven't approached them as of yet. We haven't considered yet. SENATOR CAZARES: Point of information, do they deal with funding as large amounts as us? SENATE PRESIDENT AMESQUITA: yes. If you do decide to do anything, it's not able to go toward any graduate students. It would go toward 39 + 6, so 45. SENATOR MULLINAX: this is the first time a college band has ever been invited to this festival. It's very special that we're invited. Their band from there came here to hear us and then invited us. This line item thing will never happen. This will never happen again. They've been to England, Japan, and every year, they raised the money. The only reason they're here is because it's going to be that much more for the plane tickets. SENATOR CAZARES: what's the breakdown per student. SENATOR MULLINAX: they're here with the understanding that this is purely for undergrads. 8 SENATOR KARA DONNELLY: it says there are 70 performenrs,. UNLV WIND ORCHESTRA: we have 56 members plus special guests. SENATOR TEMPLETON: how much do we have in reserves and we have 7k left from oozeball? SENATOR MULLINAX: we have 85k in reserves. DIRECTOR ARNESON doesn't want to but is willing to give 3.5k from leftover oozeball. I don't want to use the discretionary account and that's why I've spent so much time trying to get money from different organizations. SENATOR ESPINOZA: this whole graduate student and undergrad thing is confusing me. The price of the tickets went up 300, that's only 13.5k. Is it essential you have the money today, or when do you have to tell them yes by? UNLV WIND ORCHESTRA: it's not essential that the money is available today. Over the course of the next two and a half months. SENATOR ESPINOZA: you said you've gone to other trips. How did you fund those? UNLV WIND ORCHESTRA: through extensive fundraising. SENATOR ESPINOZA: my only concern is that there are 45, and 13.5k. SENATOR SORVONGSAVANH: this sounds like a once in a lifetime opportunity that benefits a lot of students. International students pay a lot to this university. It would help to support the orchestra. They're raising over 95% themselves. SENATOR KRISTA DONNELLY: this is a good opportunity, but we've spent so much out of discretionary. SENATOR BOWERS: in the event that you can't raise al lthe money, what would be the outcome of that? UNLV WIND ORCHESTRA: more than likely we'll seek other fundraising opportunities or make students pay for that. SENATOR MAYER: the whole thing about the reserves thing, we obviously don't want to get into that. The way we can look at it right now is that there's 60 or 70k left over. The thing about the graduate and undergrad thing. Maybe we should move forward and move to amend to insert the reserves account. We're trying to be in the process of furthering UNLV's repuatation.. 9 SENATOR SOLDANO: move to amend striking 2702 FY05 Senate Discretionary and inserterting CSUN 2702 reserves. SENATOR CRAWFORD 2nds SENATE PRESIDENT PRO-TEMPORE CIANCI: reserves are the best place to take out of. It only happens once. SENATOR ESPINOZA: we shouldn't be taking out of the reserves. It should be used for things like a parking shuttle. The money has to be allocated.. .it's not a good practice. There's always going to be once in a lifetime. We can't always run to reserves. My suggestion, we take it down to 6750. It's not a lot from the discretionary budget. We've gotta bend somewhat. It's only 13500, so we need to amend. SENATOR CAZARES: last year we spent on .. .to go to...? SENATE PRESIDENT AMESQUITA: 4,500 from discretionary SENATOR CAZARES: for airplane tickets, that's 400 per ticket. We're only paying ofr half their tix. UNLV WIND ORCHESTRA: the tix are 1160 per person. SENATOR CAZARES: We're not going to use the majority of that in reserves. I see this as a capital improvement. SENATOR SUMNER: that's a huge accomplishment, that's like the football team being asked to play in the rosebowl. We set a precedent to use the reserves for things that imiprove the campus. They know what they need. SENATOR BOWERS: I don't think it's a question of where it comes out of. It's an extraordinary amount of money. 400 per person is a quite of bit of money. I don't understand how the recognition... PRESIDENT SCHUCK: SENATOR BOWERS hits a good point. When has an organization come in here and didn't say it was a once in a lifetime timng. The hotel college going to Switzerland. The precedent you're setting , even if your budget doesn't allow for this. There needs to be more time spent on where this money comes from. There's homecomimng budget you overlooked, ooze ball, tailgate budget. Money coming from rebel ruckus. You can't look at reserves because it's easy. It's not a tangible, it's not a shuttle, printer. Those are capital imporovemnts. Every organization can come to you with a unique opportunity. 10 SENATOR TEMPLETON: as I was saying, this is a prestigious event, capital investment, would you be able to work with our marketing director so we can have a cosponsorship...? SENATOR CRAWFORD: I mentioned graduate student government before, but a lot of us are in favor of supporting in as big a way as possible, UNLV WIND ORCHESTRA: what we've done so far is playing musical events... SENATOR CRAWFORD: the money that you have that you've raised so far, has it all been raised? UNLV WIND ORCHESTRA: some has been raised already, some is booked and confirmed. The last thing we have booked is parking cars at the Nascar event. We get 5000 if 75 of us park cars all day in March. I've been at this university 21 years and this is the first CSUN meeting I've attended. I've never been here to ask for any money because we want to feel that we're self sufficient. We're not above finding ways to fund money. SENATOR CRAWFORD: I think it's clear they plan on working as hard as they can not to take all of it. SENATOR MULLINAX: first of all, what's the definition of capital improvement? PRESIDENT SCHUCK: amend to take 6 out of oozeball, 3000 from tailgates, and 4500 from discretionary. And along with that, statute 952 says that at such time as the Student Body President.. .shall transmit to CSUN Senate President, and.. .oozeball's done, we've already set aside 74.5 for rebelpalooza. The tailgates, we didn't spend on the New Mexico tailgate, so take the money and we can sponsor a good event. SENATOR MULLINAX: the capital improvement thing, if you look at the budget and we have to hold the ... PRESIDENT SCHCUK: it comes out as senate expenses. SENATOR MULLINAX: when's the last time someone came in and said we're raising 50k already? VICE PRESIDENT GOATZ: if you guys could pull that amendment, that would be great. SENATOR SOLDANO: changes amendment striking senate discretionary and inserting 6k from e and p oozeball account, 3000 from tailgate account and 9000 from senate discretionary account. 11 SENATOR CRAWFORD 2nds SENATOR MAYER: just about this, this is exactly what we should be doing. Instead of taking 9k from discretionary, why don't we divide it between discretionary and reserves? SENATOR ESPINOZA: all I can say is that the information in front of me says 13.5. SENATOR CONWAY: few questions. How much do we have in rebelpalooza? I'm on the e and p board and all the money counts. We're talking about rebel radio not doing anything... PRESIDENT SCHUCK: rebelradio is all on contract. SENATE PRESIDENT AMESQUITA: if memory serves me correctly, 9.1k of rebel radio is a contract. It's maybe 1500 we can get out of it. SENATOR CONWAY: we're one in many colleges discussing this. We should definitely approve the full amount. SENATE PRESIDENT PRO-TEMPORE CIANCI: prices of tickets have gone up at least half. SENATOR CRAWFORD: with the costs of 1180, it's 380 per person, that's 17,100. SENATOR SUMNER: there's only been one director this entire year that's said anything about budgets. He's said multiple times that he goes over. I have seen nothing that has defined a capital investment account. So until I actually see something.. .if you don't think sending a top rated band to another country is a capital improvement.. .they're the ones that have come before us. It's not smart to take it out of this director's account. The place to take it out of is reserves. PRESIDENT SCHUCK: comment on Bradley, we can't work within our means, so.. .it's essentially going into debt. If you as a director don't.. .the e-board sat around and said we want to put our money into tailgates, etc. The whole point of the budgetary process is to say this is where we want you to spend money on this, .. .you completely convolute the budgetary process by taking upon himself by not spending the money so you can spend on rebelpalooza. That budget doesn't need to be any higher than 77k. It's a simple solution to this problem. I guarantee you, I will be transferring that money at the end of this week. If you take it out of reserves, I will sit around and decide where that money can go. 12 SENATOR SORVONGSAVANH: is it possible for the orchestra to perform in the future and put money back into the account? UNLV WIND ORCHESTRA: next school year? SENATOR SORVONGSAVANH: between this year and next. If you guys have an issue with spending it, then maybe do the Michael Moore thing. SENATOR MULLINAX: she's asking if they give us the money and we put the money back. SENATOR SORVONGSAVANH: their performance won't b until June. SENATOR BOWERS: in the action item, it asks for 18k. With this increase in plane tix, is it feasible for you guys to cover the increase? UNLV WIND ORCHESTRA: our options have to be open. Whatever it's going to cost we have to come up with. We'll do whatever we have to do. The fact that we're the first university to be invitied to a professional international festival says a lot. SENATOR ESPINOZA: call to question SENATOR KRISTA DONNELLY 2nds SENATE PRESIDENT PRO-TEMPORE CIANCI, SENATOR HUERTA, SENATOR CAZARES, SENATOR CORPUZ, SENATOR MULLINAX, SENATOR CONWAY oppose 14-6-0 Question is CALLED SENATE PRESIDENT PRO-TEMPORE CIANCI, SENATOR SUMNER, SENATOR SANTIAGO, SENATOR HUERTA, SENATOR CAZARES, SENATOR KARA DONNELLY, SENATOR KRISTA DONNELLY, SENATOR CORPUZ, SENATOR MULLINAX, SENATOR CONWAY, SENATOR ESPINOZA, SENATOR BOWERS 8-12-0 amendment FAILS SENATOR KRISTA DONNELLY: move to amend striking senate discretionary and inserting 6k from e and p oozeball account, 3k from e and p tailgates and 4.5k from senate discretionary and striking 18k and inserting 13.5k SENATOR BOWERS 2nds 13 SENATOR MAYER: we have to fund this thing to the full capacity. We have to do this. They're parking cars at a nascar event! We're not above pulling out some money.. .what did we talk about? The board of regents will take this money. They're doing so much hard work to go on this trip. Another government is going to put 70 people up, but their own student government won't fund them completely. SENATOR MULLINAX: I disagree with the 13.5 and disagree with taking money out of an account of a director who isn't here. He said 3500 out of oozeball, I guess. SENATOR BOWERS: I say we vote on this, not pass it, and amend it to say 60k. SENATOR SUMNER: to say that Aaron Arneson is railroading the system is disrespectful.. .he's done nothing but put on events that have got praise. He doesn't want any money taken out of his accounts. If he wants to reinvest that later... SENATOR KRISTA DONNELLY: what Henry said already, he has the power to say no. As for the job Director Arneson has been doing, he's been doing a great job, but he didn't spend that money. He's doing a good job without spending the maximum. If we could all spend 250 and go to a foreign country for a few days, I don't think it's a bad deal.
