    Las Vegas - April 23* 19^8 W 23-1-26 Mr. Frank Strong! Xn connect! on vitb the proposed, oonstruotlon of an underpass at Charleston Boulevard, Lae Vegas: The State Highway Department desires to strengthen the steel plate which we installed over the pressure reducing valve at Main and Charleston a few months ago in order to raise the load to 12,000 pounds* and also to lower the elevation to conform to the contours of future service. I enclose print (lM*7o) and copy of letter from State Highway Engineer Holcomb, both of which are self explanatory. X do not see the point in breaking out the concrete around the top of the box merely in order to lower the elevation but as long as this will be at their expense X suppose we should make no objection. However, we might be able to salvage something out of the operation by arranging with them to cut the lids through the center and installing hinges so half of the valve box lid can be opened at a time without using three men to lift it.
