Tibertl, Secretary of the firm of Waale, Camplan and Tiberti, Inc., called me regardin g the charge of some $21,000 that would be as*-* sessed against this firm for a pumping plant to serve the Bonanza Village Sub-division with water service, due to the fact the elevation was on high ground and the natural water pressure would only be some 15 pounds. I advised him to write the Commission giving the facts of the case, which he did, and I am enclosing herewith a copy of his letter. I have discussed this matter with Chairman Allard and it is out undfficial opinion that there is nothing in the rules and regulations of the Las Vegas Land and Water Company which would permit you to assess this charge on any customer.
