MSU 2 01 I. CALL TO ORDER SENATE PRESIDENT GINA B. POLOVINA CALLED THE SENATE MEETING TO ORDER AT 4:12 P.M. II. APPROVAL OF SENATE MINUTES 20-14 MOTION TO APPROVE BY SENATOR ELLIOTT. SECONDED BY SENATOR BENNETT. SENATOR YNIGUES STATED THAT HE DOES NOT LIKE THE GAME. THE JUDICIAL COUNCIL STATED THAT THE COMPLAINT WAS AGAINST THE ORGANIZATIONS BOARD AND APPROPRIATIONS. THE MOTION TO APPROVE MINUTES 2 0-14 WAS APPROVED BY 17 SENATORS WITH SENATORS SPILLER AND TABOLA ABSTAINING. PRESENT ABSENT BUD BENNEMAN SCOTT BENNETT NATALIE MILORO (EXCUSED) TRACI SMITH (EXCUSED) IV. ANNOUNCEMENTS VICE- PRESIDENT PRO-TEM TAMMY FOUNTAIN REPORTED THAT THREE UNIVERSITY OF NEVADA, LAS VEGAS/4505 MARYLAND PARKWAY/LAS VEGAS, NEVADA 89154/(702) 739-3477 IV. ANNOUNCEMENTS CONT. FINALISTS HAVE BEEN CHOSEN FOR THE TEACHER'S EXCELLENCE AWARD. THE FINALISTS ARE DR. STRATE, DR. PAUL JONES, AND DR. CULBRETH, SHE THANKED THOSE WHO TURNED IN NOMINATIONS. V. BOARD, COMMITTEE, AND DIRECTOR REPORTS ORGANIZATIONS BOARD THE MEETING WILL BE HELD ON TUESDAY. BYLAWS COMMITTEE NO REPORT WAS MADE. ENTERTAINMENT AND PROGRAMMING LIZA GRIPENTROG REPORTED THAT THEY ARE WORKING ON SPRING FEST FOR APRIL 4TH. THE ENTERTAINMENTS WILL INCLUDE LOCAL TOMMY ROCKER, THE GUINESS BOOK OF WORLD RECORDS WITH A HARD-BOILED EGG EATING CONTEST, AND A DJ WILL BE AT SCHOOL ON WEDNESDAY. SENATOR SWANK QUESTIONED THE RULES OF THE EGG EATING CONTEST AND WAS INFORMED THAT A CONTESTANT MUST EAT A WHOLE EGG AND BE ABLE TO KEEP IT DOWN. SENATOR TABOLA ASKED ABOUT THE STATUS CONCERNING ARSENIO HALL'S APPEARANCE AT SPRING FEST. IT WAS CONFIRMED THAT HE IS UNAVAILABLE AT THE TIME OF SPRING FEST. SUGGESTIONS FOR NEW ENTERTAINMENT INCLUDED COMEDIAN CHRIS RODD. CSUN BUSINESS MANAGER LARRY HOLMES REPORTED THAT THE BUDGET AMENDMENT WAS APPROVED BY THE SENATE, AND WAS DISCUSSED BU THE CONTROLLER'S OFFICE. LARRY HOLMES ALSO RECEIVED A DRAFT OF THE AUDIT AND STATED THAT HE WILL DISCUSS IT AT THE NEXT SENATE MEETING. SENATOR BUNIN STATED THAT THE SYSTEM IS LACKING. STUDENT SERVICES NO REPORT WAS MADE. KUNV NO REPORT WAS MADE. OSI JAMAL ALLEN REPORTED THAT THERE IS TO BE A SOFTBALL GAME BETWEEN THE FACULTY AND THE SENATE. T-SHIRTS ARE AVAILABLE. SENATOR GONZALEZ ASKED WHAT IT WILL BE PLAYED FOR. SHAC KEN TOMORY REPORTED THAT THERE WILL BE A SEXUAL ASSAULT WORKSHOP ON SATURDAY, MARCH 24TH AT 12:00 NOON UNTIL 2:00 V. BOARD, COMMITTEE, AND DIRECTOR REPORTS NEVADA STUDENT AFFAIRS MIKE KENNEDY REPORTED THAT THE U.S. STUDENT ASSOCIATION CONFERENCE HAS FIVE SCHOOLS IN THE RUNNING, AND THAT THERE IS GOING TO BE A STUDENT LEADERSHIP CONFERENCE. SENATOR YNIGUES ASKED WHEN THE U.S. CONFERENCE IS TO BE, AND IT WAS REPORTED THAT IT IS TENTATIVELY SCHEDULED FOR AUGUST 5, 1990. ELECTIONS BOARD PAIGE ZIELINSKI STATED THAT WHILE CHRIS ROBERTSON HAD BEEN DISQUALIFIED,AND AN ELECTION IS STILL NEEDED. ALSO, THE POLL PROBLEMS WILL BE CORRECTED. THERE WAS NO DEBATE. THE MEETING WILL BE THURSDAY AT 4:30. YELLING REBEL KAREN SPLAWN REPORTED THAT THE OFFICE MANAGER WAS DISMISSED DUE TO ATTITUDE PROBLEMS AND CONFLICTS. THERE HAS BEEN A BREACH OF CONTRACT WITH AMERICAN PASSAGE. THE YELLING REBEL WAS INFORMED THAT IT OWES NIFTY NICKEL $5,000.00 IN ADDITIONAL CHARGES FOR THE PRINTING OF THE PAPER. IN REGARDS TO THE LETTER BY "FELIX MORRISON", THERE IS NO WAY TO VERIFY THE VALIDITY AND TRUTH OF THE IDENTITY OF A WRITER. SEN. PRATT WANTED INFORMATION ON HOW THE YELLING REBEL CHECKED NAMES AND SUGGESTED THAT THEY ARRANGE SOMETHING WITH THE REGISTRAR. SEN. TABOLA SUGGESTED CHECKING STUDENT I.D. CARDS SEN. KERSHAW REPLIED THAT STUDENTS CAN'T MAIL THE CARDS IN. PRES. BUNIN STATED THAT THE RJ DOES NOT ACCEPT ARTICLES WITH OUT A POSITIVE IDENTIFICATION OF THE WRITER. SEN. YNIGUES ASKED IF PERSONALS WILL BE FREE. THE RESPONSE WAS NO. APPROPRIATIONS IT WAS REPORTED THAT THE QUORUM WAS HELD. THE MEETING IS ON MONDAY, MARCH 2 6 AT 5:30 PM. THE DEADLINE FOR GROUPS FUNDING APPLICATIONS IS FRIDAY AT 5:00 PM. AND THAT THE BUGS HAVE BEEN WORKED OUT. EXECUTIVE BOARD NOMINATIONS THERE WERE NO NOMINATIONS. VII. UNFINISHED BUSINESS A. NOMINATION/APPROVAL OF THE VACANT EDUCATION SENATE SEAT THERE WERE NO NOMINATIONS OF THE VACANT EDUCATION SENATE SEAT VII. UNFINISHED BUSINESS CONT. A. NOMINATION/APPROVAL FOR THE VACANT ARTS AND LETTERS SENATE SEAT NO ACTION TAKEN DUE TO INCOMPLETE GRADE POINT VERIFICATION BY REGISTRAR SEN. TABOLA WAS VOTED TO TABLE, PASSING WITH 14 VOTES. SENATORS BUNIN, GONZALEZ, AND RAMSEY VOTED NO. VIII.NEW BUSINESS A. APPROVAL OF BECKY JO BIRMINGHAM AS THE CSUN SENATE SECRETARY MOTION TO APPROVE BY SEN. KERSHAW SECONDED BY SEN. FITZPATRICK INTRODUCTION OF BECKY JO BIRMINGHAM SEN. BENNETT ASKED WORK EXPERIENCE THE VOTE WAS UNAMIMOUS B. APPROVAL OF THE CSUN PUBLICATIONS BOARD OPERATING POLICY NO DISCUSSION PASSED BY 12 SENATORS. SENATORS SWANK, FITZPATRICK, COLEBROOK, RAMSEY, AND SPILLER DISSENTED. 1 2 - 5 - 0 . C. YNIGUES ASKED FOR THE BREAKDOWN LIZA GRIPENTROG OUTLINED THE BREAKDOWN AS FOLLOWS: T-SHIRTS AND COMEDY/ENTERTAINMENT SEN. BUNIN STATED THE PROM MONEY APPROVAL CAN'T BUDGET A BIG NAME AT THIS TIME SEN. TABOLA ASKED IF A WATERMELON EATING CONTEST WILL BE HELD SEN. SWANK STATED THE CHANGE APPROVAL TO ENCUMBER AND THE MOTION TO APPROVE SEN. ROSENBERG AND SECONDER, SEN. ELLIOTT CONCURRED. SEN. SWANK ALSO ASKED WHAT TYPE OF EVENTS WILL OCCUR: EGG TOSS? VOLLEYBALL? VIII.NEW BUSINESS CONT. SEN. BUNIN STATED THAT THERE WAS NO INTEREST IN THE GAME LAST YEAR. SEN. YNIGUES ASKED IF THE SENATORS GET FREE T-SHIRTS SEN. SWANK ASKED IF THE T-SHIRTS ARE FREE VIA THE BYLAWS. THE MOTION TO ENCUMBER $11,600 OUT OF THE 903 ACCOUNT WAS APPROVED UNANIMOUSLY. OPEN DISCUSSION SEN. TABOLA APOLOGIZED FOR MISSING THE LAST MEETING, AS HE WAS ILL. HE ALSO STATED THAT HE HOPES THAT SPRING FEST WORKS. HE THANKED THE NOMINEES FOR COMING, AND MENTIONED THAT THIS WAS A FAST MEETING. SEN. ELLIOTT HAD NO COMMENT. SEN. SWANK MENTIONED A CONTEST BETWEEN SEN. TABULA AND SEN. BUNIN. SEN. KERSHAW STATED THAT SHE WANTED TO LEAVE. SHE ALSO STATED THAT SHE LIKED PAUL'S IDEA ABOUT ID'S FOR PAPER, BUT THAT IT WON'T WORK, NOR WILL THE FACT THAT PERSONAL ADS ARE BEING PAID FOR. SHE ALSO STATED THAT THE APPLICA-TIONS BOARD HAS LOTS OF FUNDING. SEN. KERSHAW WAS EXCUSED. SEN. FITZPATRICK STATED THAT HE WAS WAITING FOR THE SOFT-BALL GAME AND ASKED WHEN IT WOULD BE. SEN. BUNIN THANKED ALL THE ARTS AND LETTERS SENATE SEAT CANDIDATES. HE STATED THAT HE COULDN'T THINK OF A CONTEST THAT SEN. SWANK COULD COMPETE IN, AND STATED THAT THE SCABB POSTER AND CSUN BOOK SHOULD BE GIVEN TO STUDENTS. SEN. GONZALEZ APOLOGIZED TO THE PEOPLE WHO CAME FOR THE VACANT ARTS AND LETTERS SEAT FOR THE DELAY, AND AGREED WITH SEN. FITZPATRICK ABOUT THE SOFTBALL GAME. HE ALSO MENTIONED THE UNLV GAME TOMORROW. SEN. BUNIN STATED THAT THE HANDICAP AWARENESS DAY OPENED HIS EYES TO THE RUDENESS OF PEOPLE TOWARDS HANDICAPPED PEOPLE. SEN. MILLER HAD NO COMMENT. SEN. SPILLER HAD NO COMMENTS. IX. OPEN DISCUSSION CONT. TONY ZIGLER INFORMED THE SENATE THAT VALERIE PITTA'S LEFT LUNG COLLAPSED DUE TO SPREAD OF CANCER, AND THAT THERE IS A LACK OF INSURANCE. DON WALL STATED THAT HE AGREED WITH VICE PRESIDENT PRO-TEM FOUNTAIN ON THE ELECTIONS BOARD. FROM THE EXECUTIVES: VICE PRESIDENT AGREED WITH VICE PRESIDENT PRO-TEM FOUNTAIN AND THOUGHT THAT CHRIS ROBERTSON'S COMPLAINT OF THE RULE WAS STRONG DUE TO THE FACT THAT HE FILED A SIMILAR COMPLAINT, AND THAT THE PROBLEM HAS FOLLOWED HER HOME. PRESIDENT BUNIN STATED THAT THERE MAY NOT BE A PROBLEM WITH THE POLICY, THE BOARD FOLLOWED THE LETTER OF THE LAW, AND THAT NO ONE IS KICKING THE PUP HERE. PRES. BUNIN ALSO STATED THAT SOME CHANGES MAY BE NEEDED AS THE SENATORS BUNIN STATED, BUT THAT HE DID NOT BREAK THE RULES. HE ALSO MENTIONED THAT THE AD WAS A PAID ENDORSEMENT, BUT HE DOES NOT FEEL GOOD ABOUT IT. PRES. BUNIN MENTIONED THE TOURNEY JOURNEY TO BASKET BALL, STATED THAT THE HANDICAP AWARENESS WAS A GOOD THING, FELT THAT THE REBEL POLICY MAY NEED TO BE CHANGED, AND MENTIONED THAT SPRING FEST WILL HAVE FREE FOOD, FUN, AND GAMES. SEN. BENNEMAN STATED THAT A U.S. SENATOR LOST AND ELECTION DUE TO UNSOLICITED BACKING OF A GROUP, THAT EVERY RULE NEEDS PERSONAL INTERPRETATION, AND MENTIONED GREEK WEEK. SEN. FITZPATRICK MENTIONED THAT ANYONE COULD PUT IN AN AD. SENATE PRESIDENT POLOVINA STATED THAT THE PENALTY WAS TOO STIFF, BUT THE POLICY WAS APPROVED BY THE SENATE. SHE FELT THAT IT WAS A BAD WAY TO BE DISQUALIFIED. SHE FELT THAT THE ELECTION BOARD DID A GOOD JOB, PRAISING THEM. PRES. POLOVINA THANKED ALL THE CANDIDATES FOR COMING AS WELL AS THE SENATORS FOR THE APPROVAL OF THE NEW SENATE SECRETARY. SHE INFORMED THE SENATE THAT THE PRESIDENT PRO-TEM WILL BE CONDUCTING THE MEETING NEXT WEEK, AND STATED THAT SHE HOPES THE REBELS WILL ABOLISH BELL STATE. X.
