Considerable tes­timony was offered before the Commission fro® individuals as to apparent discriminations in the schedule of rates, and a petition was submitted to the Commission, copy of which I have, signed by over two hundred and fifty of the inhabitants of Las Vegas, protesting in a general way to the increase. Com­missioner Maldne, who Is an experienced hydraulic engineer. Intimated that the valuation of #50,000 per see. ft would be excessive, as water in Nevada for Irrigation purposes is of the value of about #5,000 per sec. ft. The Commission conced­ed, however, our right to place a reasonable market value on the water diverted and applied for municipal uses. Ho doubt the Commission will place a value on the water much lower than #200,000, but,from their attitude, I believe they will allow us a fair consideration. Of course, the comparisons Mr. Per­kins to offer shewing his estimated value of the water, were taken from Southern California points where the eondi-tlons are entirely different. We had a fair comparison in the town of Winslow, Arizona, which is furnished water by ™ Santa Pe on a plan womewhat similar to ours, but at that point, as near as we can learn, the water is extracted f rom a large area of water bearing land which the Santa Pe owns. I am of the opinion that the Commission will grant us the increase ask­ed for in our new schedule» with possibly some slight adjust­ments between different classes of consumers,-- in other words, they may lower in some instances and Increase in others, but, on the whole, I think we will get the relief asked for.
