SENATOR FLORES arrives late at 6:11pm DIRECTOR MADRIGAL: in process of making certificates.. .need paper, boise truck broke down. I met with SENATOR KONNER this week. I e-mailed Stan from the UNLV bookstore. Future projects, hoping some of you would help me. Next Monday at 4pm Winter welcome committee meeting in the S.I.A. office. I want you guys' help because we're trying to combine services and Rebel Pride Council. We're combining efforts with student life for publication coming out that will be distributed in the residence halls. After Thanksgiving planning funding meeting with services board. Sidenote, I've been looking at what student organizations have been doing, at Rebel subs, art students have stuff up for sale. SENATE PRESIDENT AMESQUITA: all funding has to be approved by 12-15? DIRECTOR MADRIGAL: have to talk to Dave... SENATE PRESIDENT AMESQUITA: canceling meeting next week, we have to meet on 6th. Can't meet for study week. If you guys don't have things done by the 6th, I don't see how we can have funding approved... SENATOR MACK: status of young republicans application? 2 DIRECTOR MADRIGAL: It's on the agenda for the meeting tomorrow. I invited the president to the meeting. I haven't heard from her all weekend. PRESIDENT SCHUCK and members of e-board were concerned because of some of the things that happened. Recognizing them would be setting a precedent... SENATOR BOWERS: 500 per semester or year? DIRECTOR MADRIGAL: year. Up to 500. ii. Elections iii. Entertainment and Programming: Aaron Arneson excused VICE PRESIDENT GOATZ: sold 18 tix, lost the game. Sent an e-mail on why I think it fialed.. .not a huge draw for people to go and watch our team lose. I wanted to do roadtrip for basketball team which is looking to be a lot better. Rebel coffeehouse series, talent will be selected tomorrow. Working on contract with Sodexho. Movienight on December 1st. Coach harter.. .December 7 at 7... iv. Nevada Student Affairs: Sherrelle Blood VICE PRESIDENT GOATZ: rudy .. .February 2nd, bidding for Steve Wynn. Colleges of hotel and business, help.. .try to find someone who knows him and try and get a better price. Next meeting is December 1st. v. Office of Student Information: Michelle Bourdet excused Vagus Nerve is up and running. Plasma policy... vi. Publications: Michele Muscato no report vii. Rebel Radio: Tyler Wistisen DIRECTOR WISTISEN: congratulations to new senators. Rebel Radio is doing good and bad.. .6-10 hours a day about 15 or 16 people a day. Steady pace, waiting to see results from committee. It's up to you guys whether you want to keep it or let it go. Since we found out that Rebel Radio might be getting disconnected... SENATOR JOHNS: What's the difference between radio 1 and 2? DIRECTOR WISTISEN: 1 is what we have now, 2 is one we've been trying to get. 3 SENATOR JOHNS: are we going to get the money back for Rebel Radio 2? DIRECTOR WISTISEN: I have no idea, we paid the money, they were supposed to send me the account info.. .they have yet to send me the information. I have been contacting Jason since the middle of October about that. Rebel Radio 2 is for R&B and rap stations. SENATOR DEARMAS: I don't agree with that seductive logo. SENATOR FLORES: I didn't hear half the things they said... viii. Marketing: Manuel Cabral see report SENATOR CRAWFORD: would this be the appropriate time for...? VICE PRESIDENT GOATZ: yes. SENATOR DEARMAS: do you have to have that sexist logo for...? VICE PRESIDENT GOATZ: just a concept that was discussed. SENATOR FLORES: what would it take to change the logo? VICE PRESIDENT GOATZ: just an idea that was discussed. SENATOR BOWERS: when is Tyler's committee meeting? DIRECTOR WISTISEN: last one was like two months ago. SENATOR BOWERS: do you plan on one soon? DIRECTOR WISTISEN: we'll have one on Monday at 6:00. SENATOR PIRO: I'd like to say that even though Rebel Radio is going to be disband.. .we're still paying you, you should keep doing your job. Have put out a 4 tentative schedule, me. .if you have any advertisements, give them to SENATOR WASHINGTON: give them to you? SENATOR AKIONA: me or Clint. iii. Student Athletics iv. Student Health Advisory Committee v. ROTC CADET CHAPEL: end of semester, things are slowing down. Dining in tomorrow night. It's like a formal. Bunch of rules we have to follow. Leadership Advisory Board SENATOR TEMPLETON: we just elected student leader of the month. Regardless of organization, you can nominate anyone. Gave partial funding to.. .regarding tutoring for residence halls. SENATE PRESIDENT AMES QUIT A: have something to read from Matt Starcke concerning LAB chairman... (reads e-mail) process needs to be changed. Argument was whether or not appointing someone on e-board who would be here throughout the school year. VICE PRESIDENT GOATZ: whose the student leader of the month? SENATOR TEMPLETON: can't say yet.. .don't have it on me. VII. EXECUTIVE BOARD ANNOUNCEMENTS VICE PRESIDENT PRO-TEMPORE ANDERSON: will e-mail you about scholarship committee. First meeting on December 6th, Monday most likely at 5pm before the senate meeting. SENATOR GONZALES: can you report the date.again, please? VICE PRESIDENT PRO-TEMPORE ANDERSON December 3rd 5pm, applications are due. 5 SENATOR KONNER: will same deadlines and dates be for the faculty members? VICE PRESIDENT PRO-TEMPORE ANDERSON: ... SENATE PRESIDENT PRO-TEMPORE MULLINAX: list going around for contact information, if you haven't noticed there are huge pieces of paper behind my desk, if you want to be a part of the official mission statement, talk to me, or I'll have rules and ethics do it. Will have committee lists up as soon as possible. SENATE PRESIDENT AMES QUIT A: action item b of new business is out of order. Senators who sponsored the bill found other funding. Have a sad announcement, but I want to make it now. Song will not be able to continue her employment for next semester. If you know anybody who is qualified, let me know. There are no meetings over winter break. The next scheduled meeting.. ,29th no meeting, 6th, meeting at 6 o'clock. Next scheduled meeting will be on January 24th at 6 o'clock. If you have any legislation for the 6th, I need them by 5 o'clock on Monday the 29th. Faculty senate, we're dong this again, I have a list of... Academic standards 2, Admissions 3, Campus Affairs 1, Curriculum 2, Fiscal Affairs 1, General Education 1, Scholarship 2. SENATOR JOHNS: these are committees that meet at various times? SENATE PRESIDENT AMESQUITA: yes. They meet as a whole, also. E-mail me this week before Monday if interested. SENATOR HUERTA: do you have a breakdown for each committee? Description? SENATE PRESIDENT AMESQUITA: will put them up on bulletin board. Also will e-mail on yahoogroup. VIII. UNFINISHED BUSINESS A. Action Item: Election of one (1) Senator to serve as the Chairman of the Bylaws committee. As submitted by Senate President Amesquita. SENATOR MACK: move to open nominations SENATOR HUERTA: 2nds 25-0-0 nominations open SENATE PRESIDENT PRO-TEMPORE MULLINAX: nominates SENATOR WONG and SENATOR CRAWFORD. SENATOR FLORES 2nds 6 SENATOR MACK: moves to allow each candidate 60 seconds to speak, followed by a 5 minute discussion, 3.5 minutes question and answer, followed by 5 minute discussion, followed by roll call vote. SENATOR KARA DONNELLY 2nds SENATE PRESIDENT PRO-TEMPORE MULLINAX: can we change it to even number of minutes? SENATOR MACK and SENATOR KRISTA DONNELLY amend to 4 minute question and answer. 25-0-0 motion PASSES unanimously SENATOR CRAWFORD speaks SENATOR WONG speaks SENATOR BOWERS: SENATOR WONG, you were appointed and you ran again and kept up, if you're not appointed, will you still be involved? SENATOR WONG: I wanted to be on bylaws or constitutional revisions, but if I'm not appointed, I want to be on the committee, if I'm not on committee I'll still show up if I'm allowed. SENATOR JOHNS: SENATOR CRAWFORD, if you're not appointed, will you still be on? SENATOR CRAWFORD: yes. it's almost better because then I could vote, SENATE PRESIDENT PRO-TEMPORE MULLINAX: do you feel that you can run a meeting positively, efficiently, not waste time and get people to come to meetings? SENATOR CRAWFORD and SENATOR WONG: yes. SENATOR WONG: with timewise, I can conform to anybody's schedule, ruiming a meeting positively, it's nothing more than a scaled down version of a senate meeting. I can follow the same rules. SENATOR MACK: just a quick observation, both people are pretty qualified. It's good to see it. SENATOR TEMPLETON: when I was in junior college and I took a few speech classes, and I was nervous,.. .but the other candidate is more experienced and they could serve together... 7 SENATOR BOWERS: we have a strong enough senate that we could have someone that could learn from it. SENATOR PIRO: having experience would help. Wong could take over later... SENATOR WASHINGTON: it's a very important committee, it's what we live by and I'm glad that two very worthy candidates came up, I agree with SENATOR PIRO. SENATE PRESIDENT PRO-TEMPORE MULLINAX: luckily committees are smaller so if you are nervous talking in front of a lot of people, there are less people. Being at meetings doesn't make you qualified to run one. It'd be important to have someone..., chair has a lot of pull. SENATOR AKIONA: move to approve SENATOR MARAZITA 2nds SENATOR AKIONA: yields to Dennis Higgs. DENNIS HIGGS: we're putting together six programs next week beginning on the 29th through Thursday December 2nd. Those programs include sidewalk arts competition, HIV/AIDS awareness trivia, guest speaker, art installation, also candlelight vigil. Documentary on Thursday, asking for funding to help promote the event. Supply t-shirts for those participating, HIV testing, etc.. .will be showing film angels in America on RHA channel. SENATOR AKIONA: in the budget, it was pre-allocated, they planned to give them the money. SENATE PRESIDENT PRO-TEMPORE MULLINAX: it's not coming out of discretionary where we decide should we? We decided last year that we would support it. SENATOR DEARMAS: are you going to have any AIDS...? DENNIS HIGGS: no. SENATOR DEARMAS; is this through Clark County health district? DENNIS HIGGS: no. sidewalk... SENATOR DEARMAS: any cooperation with Clark County health district? DENNIS HIGGS: no. They decided to go elsewhere. Recently found out Testing with Clark County fell through as well. SENATOR KONNER: have you contacted the school of nursing at all? DENNIS HIGGS: no, working with health center. SENATOR MACK abstains 24-0-1 motion PASSES SENATOR FLORES: about b, you said you had four other organizations? 9 SENATE PRESIDENT AMESQUITA: four other pending approval of that. B. Action Item: Approval of $1100.00 for the co-sponsorship of the First Annual Omia Fa'atasi Polynesian Club, Polynesian Ceremony 2004. Cost to be encumbered from CSUN 2702 FY 05 Discretionary Account. As submitted by Senator Akiona, Senator Huerta, and Senator Templeton. Ruled OUT OF ORDER C. Action Item: Approval of an amount not to exceed $10,000.00 for printing costs of the 2004 Fall Vagus Nerve creative magazine. Costs to be encumbered from the CSUN 2702 FY 05 Publications account. As submitted by Senator Espinoza on behalf of Director Muscato. SENATOR BOWERS: move to approve. SENATOR CRAWFORD 2nds SENATOR ROTH: we're approving without ever seeing it? SENATE PRESIDENT AMESQUITA: approving money that's already in her funds. SENATOR PIRO: for future reference for us, 10k is a lot of money seeing as most of it doesn't get read. I'd like to see less things printed.. .maybe reallocation of the budget for that. VICE PRESIDENT GOATZ: we're doing a kick off with marketing department. It's going to be a cleaner magazine. Hoping it will be a high quality art magazine. SENATOR ROTH: it seems strange to me that she had a copy in her hand but no senator has seen it. I was looking for it all week. VICE PRESIDENT GOATZ: she had a draft, and a cd, it's still posted on the website. I think it was a lack of initiative on your part. SENATE PRESIDENT AMESQUITA: we asked her to show it this week. SENATOR FLORES: from what I remember, she had to go finish some revisions and we didn't get an opportunity to look at it. 10 SENATOR ROTH: I did ask and I was told there would be a presentation prior to the vote today. SENATOR MACK: maybe I'm a little lost, but I don't understand what the problem is. It's the Vagus Nerve. SENATOR CRAWFORD: what's the problem? I want to know your problem, has the magazine itself been successful? Is this another Rebel Radio where we're just funding money into a project that may be going nowhere? VICE PRESIDENT GOATZ: I think it's on the verge of being successful. I think with issue 3 it really set a new precedent. It really looks like a professional magazine. We already have a sponsorship for this new magazine. The submissions team thought that it would turn away from the art work, this is a good building block. SENATOR CRAWFORD: I think the sponsorships are a great idea. What kind of companies are we wanting to put in? VICE PRESIDENT GOATZ: stuff for art related things, like Bellagio... We chose to do this last week. The Vagus Nerve gets better every year. We're not making that many this year. To give artists an opportunity to get published in a magazine is a huge deal. Yes 10k is a lot, but for as many people as it effects, it would be in poor taste not to approve the money for it. It goes out to bid so we're not necessarily going to spend 10k. Do more homework so we don't have more conversations like this. SENATOR TEMPLETON: in terms of getting.. .it would be interesting to see you go to other functions... SENATOR ESPINOZA: the newer senators are coming in here like where's the 10k going? It's something that gets better and better every year. The 11 quality has only been going up. If you have questions about the magazine, you should go to Michele. SENATOR BOWERS: the question I have is the relationship between the committee and us. SENATE PRESIDENT PRO-TEMPORE MULLINAX: point of information, this is by far the earliest we've ever got it. SENATOR BOWERS: so we need to work on changing the bylaw. Action Item: Approval of an amount not to exceed $10,000.00 for printing costs of the 2005 Spring Vagus Nerve creative magazine. Costs to be encumbered from the CSUN 2702 FY 05 Publications account. As submitted by Senator Espinoza on behalf of Director Muscato. SENATE PRESIDENT PRO-TEMPORE MULLINAX moves to approve SENATOR COCHRAN 2nds SENATOR BOWERS: why is it on there so early? SENATE PRESIDENT AMESQUITA: this is the money, not the publication. You still have to approve the publication in March. SENATOR BOWERS: no sense in allocating the money now. SENATOR DEARMAS: it's coming out of her budget. If she wants to spend it, then approve it. It's not to exceed, not the full 10k. We know it's going to go out, so why not approve it now? 12 SENATOR TEMPLETON: do we not have a solid...? BUSINESS MANAGER HILL: she's got one bid for 3k, with total costs of 9543... SENATOR ROTH: I abstained on first because... SENATOR MACK: hopefully, we can put this to rest simply. It's good for the fine arts college. It's in her budget. It's a good, honest proposal, it's going to benefit our school. Let's not make it complicated. SENATOR JIMENEZ: when we go the directors, the e-board wanted her and we believed in her. I know that she can do the job. When I go to Kinko's it's like 25 cents per copy.. .imagine making a few thousand magazines. It's approved, let's pass it and move on. VICE PRESIDENT GOATZ: definitely helps out fine arts students, helps english, liberal arts, .. .helps any student who enjoys art. SENATOR BOWERS: is that 9k just printing costs? BUSINESS MANAGER HILL: yes. SENATOR BOWERS: of course it's a good thing, but I don't think it's our job as a senate to say do these procedures. You do your part, we'll do ours. SENATE PRESIDENT PRO-TEMPORE MULLINAX: I don't think it's a good idea to tell a director this is how much money you have for something and they say, never mind. That's why we have a Ways and Means committee, if this is what she's supposed to have to work with, that's what it is.
