    81. (c) Immediate relief of the seasonal water shortage cannot be achieved because of the greater initial construction period. Neither Method 2 or Method 3 has any appreciable in­herent advantages over the other. The selection can be made entirely on the basis of costs. Since the combination pipe line (Method 3) is less expensive both in first cost andin the 30-year cost, the work contemplated by Method 3 is pre­ferable . It 1s to be noted that in computing the 30-year cost under the combined pipe line, the following construction schedule was assumed: First Increment - Construct in 1950; 20-lnch pipe from BMI to Junction; booster station with 1-10.0 MOD at 247* pump; 42-inch pipe line from Junction to Las Vegas; provisions made for future line booster, Junction storage, and fully equipping junction booster station (No. 3). Second Increment - Construct in 1958; Intake on Lake Mead; Intake storage, 40-inch pipe line from Intake storage to Junction; completion of all booster stations. The total project contemplated herein, and the approxi­mate dates of construction are as follows:
