In the event any saefe additions and bettsr-manta t w undar construction as of that d date, but have not been completed, you will bear the cost of such additions and betterments in so far as they existed as of September 1, 1952, and the District will bear the cost of all work dowe^«on said additions and betterments subsequent to September 1, 1952.
