    The above and foregoing ordinance was first proposed and read by title to the Board of Commissioners on the 29th day of July, 1953, and referred to the following committee composed of Commissioners Jarrett and Sharp for recommendation; thereafter the said committee reported favorably on said Ordinance on the 5th day Of August, 1953, which was the regular meeting held on the 5th day of August, 1953, at at said regular meeting held on the 5th day of August, 1953 the proposed ordinance was read in full the Board of Commissioners as first introduced and adopted by the following vote: Voting "Aye": Mayor C. Schellack, being first duly sworn, deposes and says: That he is Foreman of the LAS VEGAS REVIEW JOURNAL, a daily newspaper, of general circulation, printed and published at Las Vegas, in the County of Clark, State of Nevada, and that the attached was continuously published in said newspaper for a period of two insertions from August 18, 1953 to August 25, 1953 inclusive, being the issues of said news­paper for the following dates, to-wit: August 18, 25, 1953. That said newspaper was regularly issued and circulated on each of the dates above named. s/ A. F. Schellack _____ Subscribed and sworn to before me this 25th day of August, 1953 s/_____Neola Gierhart___________ Notary Public in and for Clark My Commission Expires April l4, 1954 County, Nevada ORDINANCE NO. 567 AN ORDINANCE CREATING A CITY PLANNING COMMISSION FOR THE CITY OF LAS VEGAS, NEVADA; PROVIDING FOR THE APPOINT­MENT OF THE MEMBERS OF SAID COMMISSION; PRESCRIBING THEIR DUTIES; PROVIDING FOR OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. The Board of Commissioners of the City of Las Vegas do ordain as follows: SECTION 1. There is hereby created the City Planning Commission of the City of Las Vegas, Nevada, pursuant to Section 5063.02, N.C.L. 1943-1949 Supplemtn, to consist of nine members. Six members of said Commission shall be appointed by the Mayor and Board of Commissioners of the City of Las Vegas. The City Engineer of the City of Las Vegas, one member of the Board of City Commissioners and City Manager shall be ex-officio members of said Commission. All members of said Commission shall serve as such without compensation excepting reasonable travel expenses made necessary in the fulfillment of their duties. All appointed members of said Commission shall hold no other public office, except that one appointive member may be a member of the zoning board of adjustment. SECTION 2. The term of each appointed member shall be six years or until his successor takes office except that the respective terms of five of the members first appointed shall be one, two, three, four, and five years. Members may be removed after public hearing, by a majority vote of the Board of City Commissioners: for inefficiency, neglect of duty, or malfeasance in office. Vacancies occurring otherwise than through the expiration of a term, shall be filled for the unexpired term. SECTION 3. It shall be the function and duty of the City Planning Commission to prepare and adopt a comprehensive long term general plan for the physical development of the City of Las Vegas. Such plan shall be known as the Master Plan, and shall be so prepared that all or portions thereof may be adopted by the legis­lative body as the basis for the development of the City, for such reasonable period of time next ensuing after the adoption thereof as may be practically covered thereby. The Master Plan, with the accompanying map, diagrams, charts, descriptive matter, and reports shall include the subject matter contained in Section 5063.07, N.C.L. 1943—1949 Supplement, as is appropriate to the City of Las Vegas, provided, however, that any existing comprehensive long term general plan for the physical development of the City of Las Vegas may be incorporated into the future plans of the City Planning Commission. SECTION 4. The City Planning Commission of the City of Las Vegas shall elect annually a chairman from its appointed members. It shall have power and authority to employ technicians, clerks, a secretary, and to pay for their services and for such other expenses as may be necessary and proper. The City Manager may appoint a Director of Planning or a Planning Engineer who shall be a department head and all employees of said department shall be governed by any appropriate civil service laws pertaining to the City of Las Vegas, SECTION 5. Any matters pertaining to Planning and Zoning which have been heretofore approved or acted upon by the Regional Planning Commission of Clark County, Nevada, up to and including the effective date of this ordinance are hereby ratified, confirmed and approved insofar as said actions pertain to property within the City of Las Vegas. SECTION 6. Upon the effective date of this ordinance, the City of Las Vegas shall withdraw its membership in the Regional Planning Commission of Clark County, Nevada, and all of the provisions of Ordinance No. 463 as pertain to the membership of the City of Las Vegas in said organization are hereby repealed. SECTION 7. All ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION 8. This ordinance shall be in full force and effect upon its adoption and publication as in the next section provided. SECTION 9. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this Ordinance to be published once a week for two successive weeks immediately following its first reading and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas.
