Los Angeles, December 20,1950 $0-5 Mr. A.M. Folger: I am enclosing herewith a redraft of proposed rules and regulations of the water department. These have been somewhat changed since my last discussion with you. I would like to have your views on the rules. You will notice that Rule 9 is somewhat different from that suggested by you, Mr. Johnson has made some cost estimates and tells me that for 3/4 inch connections with service pipe, not greater than 50 feet in length, our average cost is approximately $16 per connection. As you know, it is the practice of most private water companies in California and Nevada to make service connections to the curb line without charge. Some of the publicly owned utilities make charges for service connections, but they are not large in amount. For that reason we decided to make an average charge for all service connections requiring 50 feet of pipe or less. Former Rule 9-a is now Rule 10 of the proposed rules. We have revised the language of this rule to remove some of the ambiguities. Enc. E.E. Behnett
