In this connection I am enclosing copy of le tte r from G. C. B e ll, Afeent, dated Sept. 2nd, in which he advises that no dockage has been charged for "barges taking o il from the Standard O il Company*s pipe line on our wharf. company for a l l o il taken through pipe lin e , but wish you would please advise if,under the provisions of the city ordinance, we should also make a charge for dockage on the barges. The ordinance c a lls for a rate of 10 cents a day on vessels of five tons and under. You w ill note that no dockage has been charged vessels taking o i l from the pipe line on account of the short time consumed.
